Ex-US Air Force pilot arrested for training Chinese military

Washington, Feb 26 (IANS) A former US Air Force officer who once flew some of America’s most advanced fighter jets has been arrested for allegedly training Chinese military pilots without authorisation, the Justice Department has said.

Gerald Eddie Brown Jr., 65, also known by the call sign “Runner,” was arrested in Jeffersonville, Indiana. He was charged by criminal complaint for providing and conspiring to provide defence services to Chinese military pilots in violation of the Arms Export Control Act. He is expected to appear before a Magistrate Judge in the Southern District of Indiana on Thursday (local time).

“The United States Air Force trained Major Brown to be an elite fighter pilot and entrusted him with the defence of our Nation. He now stands charged with training Chinese military pilots,” said Assistant Attorney General for National Security John A. Eisenberg.

“When US persons, whether military or civilian, provide training to a foreign military, that activity is illegal unless they have a license from the State Department. The National Security Division will use all tools at its disposal to protect our military advantages and hold to account those who would violate the AECA,” he added.

Assistant Director Roman Rozhavsky of the FBI’s Counterintelligence and Espionage Division said Brown, a former F-35 Lightning II instructor pilot, “allegedly betrayed his country by training Chinese pilots to fight against those he swore to protect.”

“The Chinese government continues to exploit the expertise of current and former members of the US armed forces to modernise China’s military capabilities,” he said.

“This arrest serves as a warning that the FBI and our partners will stop at nothing to hold accountable anyone who collaborates with our adversaries to harm our service members and jeopardise our national security.”

According to the complaint, Brown has conspired since August 2023 to provide combat aircraft training to pilots in the Chinese Air Force. The training was classified as a defence service under the International Traffic in Arms Regulations. Brown did not have the required licence from the State Department’s Directorate of Defense Trade Controls, federal prosecutors alleged.

Brown served more than 24 years in the Air Force and left active duty in 1996 with the rank of Major. During his career, he commanded sensitive units with responsibility for nuclear weapons delivery systems and flew aircraft including the F-4 “Phantom II,” F-15 “Eagle,” F-16 “Fighting Falcon,” and A-10 “Thunderbolt II.”

He later worked as a commercial cargo pilot and as a contract simulator instructor training US military pilots on the A-10 and F-35.

Prosecutors said Brown began arranging a contract in August 2023 to train Chinese military pilots. He allegedly used a co-conspirator to negotiate with Stephen Su Bin, a Chinese national who in 2016 pleaded guilty in the United States to conspiring to hack major US defence contractors and steal sensitive military data for the People’s Republic of China.

In December 2023, Brown travelled to China to begin training pilots. He remained there until early February 2026, when he returned to the United States.

The charges follow similar allegations against former US Marine Corps pilot Daniel Edmund Duggan, who was charged in 2017 with providing defence services to Chinese military pilots without authorisation. Duggan was arrested in Australia in 2022 and is pending extradition.

The Minister underscored India’s remarkable journey from a $270 billion economy 30 years ago to a $4 trillion economy today and its ambition to grow further to $30–35 trillion as the nation approaches 100 years of independence. He noted India’s youthful demographic with an average age of 28.4 years and emphasised that the nation will continue to remain young and vibrant for decades to come.

Goyal underlined the advantages of India as a trusted, rule-of-law-based, and democratic country where Swiss businesses can operate without fear of discrimination. “Democracy, demographic dividend, decisive leadership, and diversity make India a dependable partner,” he said.

Referring to the India-EFTA Trade and Economic Partnership Agreement (TEPA), he termed it a “Trust and Efficiency Partnership”—a relationship built on mutual confidence and complementarity. He expressed optimism that this partnership would mark the beginning of a new era of cooperation between India and the four EFTA nations, opening new avenues for trade, investment, and innovation.

“I particularly invite Switzerland’s SME sector to witness India’s remarkable evolution over the last decade. This will give you the confidence we aspire for,” stated the Minister.

He highlighted that in the past 10 years, India has added 80 new airports, including a new one in partnership with Zurich Airport. “Our port capacity has doubled, and national highways and expressways are now comparable to those in Germany. We’ve also added 104 new inland waterways and doubled our power generation capacity, with solar energy capacity growing 50 times. The government’s annual expenditure of over $125 billion on infrastructure creates a powerful multiplier effect for India’s growth story,” the minister said.

Goyal also pointed out that India produces the highest number of STEM graduates globally, 43 per cent of whom are women. “This talent pool, combined with scale and speed, makes India an ideal investment destination,” he remarked.

Citing World Bank data, Goyal noted that extreme poverty in India has fallen to just 5 per cent, down by 270 million people in the last 11 years, and is expected to be eliminated in the near future. He described India’s growth model as a blend of welfare and consumption-led growth, backed by investments in manufacturing and technology. “India today stands ready and willing to welcome global partners. We are a country on the move, full of opportunities,” he added.

Maharashtra govt transfers four bureaucrats

Mumbai, Feb 11 (IANS) The Maharashtra government on Tuesday in a bureaucratic reshuffle transferred state Sugar Commissioner Kunal Khemnar and appointed him as the Maharashtra Industrial Development Corporation Joint Chief Executive Officer.

The government has also transferred Sangli district Collector Mantada Raja Dayanidhi and posted him as the Joint Managing Director of the City and Industrial Development Corporation.

The government has posted SARATHI (Chhatrapati Shahu Maharaj Research Training and Human Development Institute) Managing Director Ashok Kakde as the Sangli District Collector.

The government has also transferred Latur Zilla Parishad Chief Executive Officer Anmol Sagar and appointed as the Bhiwandi Nizampur Municipal Corporation Commissioner.

On February 4, the Maharashtra government had transferred 13 IAS officers.

The government had appointed an IAS officer of the 1998 batch Pravin Darade as Principal Secretary, (Co-operation and Marketing), Co-operation, Marketing and Textile Department.

Pankaj Kumar, an IAS of the 2002 batch had been posted as Secretary and Special Enquiry Officer (2), General Administration Department.

Nitin Patil, an IAS of the 2007 batch, who is currently the Secretary, of the State Human Rights Commission has been posted as Commissioner, of Skill Development, Employment and Entrepreneurship. Shweta Singhal, an IAS of the 2009 batch, who was Secretary to the Governor was posted as Divisional Commissioner, Amravati Division.

Dr Prashant Narnaware, an IAS of the 2009 batch, who was Secretary and Special Enquiry Officer (2), General Administration Department, was posted as Secretary to the Governor.

The government had posted Anil Bhandari, an IAS of 2010, who is Joint Chief Executive Officer, of MIDC, as Director, Information Technology.

PK Dange, an IAS of 2011 batch, who is Commissioner, Skill Development, Employment and Entrepreneurship, was posted as Secretary, of the State Human Rights Commission.

On January 28, the state government had transferred eight IAS officers.

Chhattisgarh govt to come up with stricter Anti-Conversion Bill following rly stn trafficking allegations

Raipur, July 27 (IANS) As Chhattisgarh grapples with rising communal anxieties, Chief Minister Vishnu Deo Sai has pledged to tighten the state’s religious conversion law, announcing legislative action in the next Assembly session.

His remarks, delivered at Raipur’s “Shadani Darbar” during a Hindu Jagran programme – Chhattisgarh Rajya Stariya Hindu Rashtra Adhiveshan” (State Level Hindu Nation Convention) organised on Sunday— where over 250 religious, legal, and civic representatives called for statutory measures to curb religious conversion, cow slaughter, and illegal infiltration.

The Bill is likely to be introduced in next session of the Assembly and it would be an overhauled version of the existing law, the chief minister said.

The urgency was underscored just days earlier at Durg railway station, where two Catholic nuns and a male companion were detained for allegedly attempting to traffic three tribal girls to Agra under the pretext of employment.

Bajrang Dal activists intercepted the group, claiming the minors — residents of Narayanpur and Orchha in Bastar — were being misled with false promises of jobs and education.

The situation escalated into a communal flashpoint, prompting slogans, crowd mobilisation, and intervention by the Government Railway Police (GRP), who placed all parties under custody. The girls, “now under protective care at Bhilai Sakhi Center”, stated they were en route to Agra for work but were unclear about the specifics of the arrangement.

Following preliminary statements, the GRP registered a case of “human trafficking” against the three accused under Section 143 of the Bharatiya Nyay Sanhita and Section 4 of the Chhattisgarh Freedom of Religion Act.

GRP in-charge Rajkumar Borjha confirmed the seizure of documents including a diary with names of priests and photographs of other girls, Aadhaar cards, and images of minors — deepening investigative scrutiny.

Bajrang Dal activists, according to police, alleged the incident was indicative of a broader pattern of religious conversion and trafficking targeting vulnerable tribal populations. They pressed their allegations that the girls’ families were unaware of their travel plans, and accused “the missionaries of withholding key information”.

The FIRs were reportedly filed by the girls’ relatives at Orchha police station.

In contrast, Christian missionary representatives have denied wrongdoing, described the case as politically motivated and claimed the girls had parental consent to travel for employment.

The community has indicated that legal recourse would be pursued to contest the charges.

The Catholic Bishops’ Conference of India (CBCI) has condemned the arrests, labelling them fabricated and urging intervention from the Prime Minister and Union Home Minister to safeguard minority rights.

Independent reports suggest the nuns belong to the Green Garden Sisters of Agra and were employed at Fatima Hospital. They were reportedly escorting the girls to begin work at the hospital, supported by written consent from at least one family member.

The controversy has reignited concerns and debate over the treatment of religious minorities in Chhattisgarh, governed by the Bharatiya Janata Party (BJP), where cases of alleged “forced conversion and communal tension” have surfaced in recent months.

The case remains under investigation, with judicial custody granted until August 8. The girls are currently under the supervision of the Women Welfare Committee in Durg.
