Priyanka Gandhi opposes three bills proposed by Centre, takes ‘Chanakya’ swipe at Home Minister​

New Delhi, April 16 (IANS) Congress MP Priyanka Gandhi on Thursday questioned the Centre’s decision to link women’s reservation with delimitation and described it as a well-planned ‘conspiracy’ to alter the electoral constituencies for a certain political motive.

Her barrage of criticism was also laced with a ‘Chanakya’ swipe at the Home Minister Amit Shah, which left the latter smiling.​

A Congress MP, responding to the Prime Minister’s charges of a delay of over three decades in granting reservations to women, recalled notable and watershed moments when the grand old party acted decisively to ensure greater representation of women in legislative bodies.​

She said that the 33 per cent reservation for women in municipalities and urban bodies was first introduced by the Congress government under the then Prime Minister Rajiv Gandhi, marking the beginning of women’s political participation at the grassroots level.​

“In 2010, under Dr Manmohan Singh’s leadership, the women’s reservation bill was passed in the Rajya Sabha, while in 2018, Rahul Gandhi penned a letter to Prime Minister Narendra Modi, seeking its implementation by 2019,” she further said in the Lok Sabha.​

Congress leader also demanded answers from the government on why the Women’s reservation can’t be implemented in its current form, with two-thirds of seats earmarked for women, given the current strength of 543.​

Training guns at the Prime Minister, she said that he didn’t tell the entire story and repeatedly tried to project the BJP as the one championing the cause of women, but the reality is far from what he claimed.​

Sharing a piece of advice, she remarked, “Those who keep provoking women are often caught by them,” evoking laughter in the House.​

Her ‘Chanakya’ jibe at the Home Minister also grabbed the House’s attention as she claimed that the women’s reservation was cleverly merged into delimitation and there was a well-laid-out plan to push it through the House.​

“If Chanakya were alive today, he would have been surprised,” she said, in an apparent reference to the government’s handling of the women’s reservation bill and the political messaging around it.​

She said that today’s debate is not about women’s reservations, but rather it is about delimitation that seeks to erode the country’s federal structure.​

Stating that it was a purely politically driven move to alter the state’s boundaries in the name of women’s reservation, she asked why there is a sudden urgency to link reservation with delimitation when, in 2023, the same bill mandated Census and Delimitation as a precursor to women’s reservation.​

She said that the bill smacks of conspiracy and claimed that the government was rushing the bills through the House because it doesn’t want to give benefits to the backward and marginalised communities.​

“Parliament’s strength is said to be raised by about 50 percent, but it is utterly perplexing and surprising that the proposed amendment doesn’t have a word about the modalities and procedures for effecting such a monumental change in the Constitution,” she stated.​

“This is an attack on the Constitution. If this bill is passed, this will mark an end to democracy,” she remarked.​

Priyanka also alleged that the Centre was playing to the gallery by proposing to implement women’s reservation while at the same time destroying the constitutional fabric by underhanded means.​

“We strongly oppose all three bills and amendments proposed by the government. I appeal to the Prime Minister to take the right decision, and you will find our support,” she concluded.​

Odisha: BJD seeks NCST intervention in Mayurbhanj student death, mass food poisoning case

Bhubaneswar, April 16 (IANS) The Biju Janata Dal (BJD) on Thursday wrote to Antar Singh Arya, Chairman of the National Commission for Scheduled Tribes (NCST), seeking his urgent intervention into the death of a tribal student and mass illness due to food poisoning at a government-run school in Rasagovindpur block of Mayurbhanj district in Odisha.

The senior BJD leaders in their letter noted that a 12-year-old tribal student, Rupali Besra, lost her life while undergoing treatment at the Pandit Raghunath Murmu Medical College and Hospital in Baripada on April 14 while more than 150 other students residing in the hostel fell severely ill after consuming stale food served on April 12.

They also alleged that the food included ‘Pakhala’ (fermented rice), saga bhaja, and mashed potatoes, were leftovers from April 11 and served in violation of prescribed dietary norms.

“The incident has raised grave concerns about negligence, lack of adherence to food safety standards, and failure of duty by the authorities responsible for the welfare of Scheduled Tribe students in state-run residential institutions. It is particularly alarming that despite a mandated nutritious meal plan, substandard and stale food was served to vulnerable children,” the BJD leaders alleged.

The regional party leaders also asserted that several students are still undergoing treatment at the Pandit Raghunath Murmu Medical College and Hospital and the Community Health Centre in Rasagovindpur, indicating the severity of the situation.

They said the incident sparked widespread outrage among parents, local residents, and the public, adding that it reflects a serious systemic lapse requiring immediate and stringent action.

The BJD leaders urge the commission to initiate an independent and thorough inquiry into the incident, fix accountability and take strict action against the officials responsible for negligence and dereliction of duty and ensure adequate compensation and support to the bereaved family of the deceased student.

The NCST has also been requested to recommend measures to strengthen food safety, monitoring, and accountability mechanisms in all Ashram schools run by the government across the state and ensure proper medical care and rehabilitation for all affected students.

The BJD leaders also requested the NCST Chairman to undertake a personal visit to Mayurbhanj district at the earliest to get a first-hand assessment of the situation, which will also instill confidence among the affected families and strengthen the hopes of the tribal community.

“We request your immediate intervention in this matter to ensure justice for the victim and to safeguard the well-being and rights of tribal students,” the BJD leaders urged.

Rahul Gandhi to address rallies across Tamil Nadu on April 18

Chennai, April 16 (IANS) Congress leader Rahul Gandhi is set to undertake an intense one-day campaign tour in Tamil Nadu on Saturday, April 18, as part of the party’s push ahead of the Assembly elections scheduled for April 23.

According to his itinerary, Rahul Gandhi will depart from Delhi at 8.30 a.m. on a private flight and is expected to arrive at Chennai’s old airport at 11.10 a.m.

Shortly after landing, he will board a helicopter at 11.30 a.m. to travel to Ponneri in Tiruvallur district, where he will address a public rally in support of Congress candidate Duraichandrasekar.

From Ponneri, the Congress leader will proceed by helicopter to the Sholingur Assembly constituency in Ranipet district. There, he is scheduled to campaign for party candidate Muni Rathinam, marking his second major public engagement of the day as part of the Congress’ effort to consolidate its presence in northern Tamil Nadu.

After completing his campaign events in Ranipet, the Lok Sabha MP will return to Chennai by helicopter, landing at the old airport around 2.30 p.m. He is then slated to board another private flight at 3 p.m. to Tiruchirappalli.

In Tiruchirappalli, he will campaign for Congress candidate M. Lenin Prasad, who is contesting from the Thuraiyur Assembly constituency.

Following his engagements in central Tamil Nadu, Gandhi will return to Tiruchirappalli airport and depart for Delhi at 5.40 p.m., with his arrival in the national capital scheduled for 8.20 p.m., wrapping up a tightly packed day of political activity.

Ahead of his visit, a high-level coordination meeting was held at Chennai airport on Thursday. The meeting was attended by members of Gandhi’s security team who had arrived from Delhi to oversee logistical and security arrangements for the tour.

Meanwhile, sources indicated that Rahul Gandhi is unlikely to meet Tamil Nadu Chief Minister M.K. Stalin during this visit.

Stalin is scheduled to leave Chennai for Madurai on Friday afternoon for campaign events and is expected to return only late Saturday night from Coimbatore.

With both leaders following separate campaign schedules, a meeting between them appears unlikely during this visit.

The visit is seen as a crucial effort by the Congress to energise its cadre and strengthen its alliance prospects in key constituencies ahead of polling.

Baloch Liberation Army claims killing 29 Pakistani military personnel in 14 attacks this month

Quetta, April 16 (IANS) The Baloch Liberation Army (BLA) has claimed that it has killed 29 Pakistani military personnel in 14 attacks conducted between April 3-14 in several parts of Balochistan province, local media reported on Thursday.

In a statement, BLA spokesperson Jeeyand Baloch said that the group carried out operations in Panjgur, Kharan, Surab, Washuk, Uthal, Mastung and Jhal Magsi, targetting military convoys, checkpoints and supply lines, The Balochistan Post reported.

Jeeyand Baloch said the attacks included ambushes, Improvised Explosive Devices (IED) and what he termed as drone strikes. He mentioned that highways and checkposts were taken under “full control” by BLA during some operations, while 13 Levies and police personnel were arrested and later released.

The group claimed that the deadliest attacks included an ambush in Surab on April 6, where seven personnel were killed, an IED attack on a convoy in Washuk, which claimed lives of eight personnel, and coordinated attacks in Kharan on April 11 which killed nine personnel.

The group said its aerial unit “QAHR” conducted drone strike in Mastung on April 9, which claimed lives of two personnel and injured two others in what he said was a targetted attack on a military camp.

The BLA said it targetted supply vehicles in Panjgur, seized Levies checkposts in Jhal Magsi and detained police personnel in Kharan, taking their weapons before releasing them, as per the report.

According to the statement, three BLA fighters were killed during clashes in Surab on April 6.

The BLA said the recent operations marked what it termed a “decisive phase” in what it said its war for the “defence of the Baloch motherland.”

In the statement, the group stated, “Through these recent operations, our war for the defence of the motherland has now entered a decisive phase, where the land, highways, air and seas are proving to be graveyards for the enemy.”

The group urged Pakistan forces to abandon what it described as a “colonial war” and return to their homes in Punjab and not continue what is said was as an “unnatural and forced occupation.”

On March 29, the BLA claimed that it had conducted 14 attacks across various districts of Balochistan between March 19 and March 28, stating that the operations “resulted in the deaths of 18 personnel of the occupying Pakistani army and left several others injured.”

According to BLA spokesperson Jeeyand Baloch, “14 diverse operations” were carried out by the groups’ fighters in the Washuk, Kharan, Kalat, Mastung, Surab, Khuzdar, Quetta, Turbat, and Barkhan regions of the province, The Balochistan Post reported.

He said that BLA fighters attacked military camps, convoys, and checkpoints, adding that they “successfully took control of various checkpoints, detained personnel, and confiscated weapons and military equipment”.

The spokesperson further said that two BLA fighters were killed during the operations in what were described as “direct clashes with the occupying forces”.

Maha govt signs MoUs worth Rs 1.75 lakh crore in clean energy, AI, steel

Mumbai, April 16 (IANS) The Maharashtra government on Thursday signed two Memorandums of Understanding (MoUs) worth Rs 1.75 lakh crore with JW Global Group and Shyam Steel in varied sectors, including solar, artificial intelligence, green hydrogen, nuclear, and steel manufacturing.

Of the Rs 1.75 lakh crore, JW Global and The Seed Consortium will invest Rs 1,65,000 crore focused on clean energy and advanced technology. These MoUs were signed in the presence of Chief Minister Devendra Fadnavis.

According to the government release, the seed initiative comprises four mega projects designed to position Maharashtra as a global hub for sustainable development.

Of the Rs 1,65,000 crore, the largest single investment package will be Rs 1,13,907 crore for the development of a sustainable artificial intelligence campus and Data Centre.

The 1.4 GW facility aims to serve as the backbone of India’s growing artificial intelligence economy, potentially creating up to 10,000 construction jobs and 750 permanent jobs.

Further, the consortium plans to deploy KAERI Smart C technology (440 MW twin units) to provide 24/7 carbon-free captive power.

The consortium will establish a 2 GW floating solar photovoltaic plant on the Ujani dam in Solapur district with a 1,000 MW battery energy storage system (Rs 14,976 crore).

Moreover, it will develop a Rs 3,071 crore facility using Haffner SYNOCA technology to produce 6,900 metric tonnes of green hydrogen annually, supporting the state’s transition to cleaner fuel.

The project will generate 15,000 construction jobs and roughly 2,000 permanent technical positions across the sectors, said the release.

Further, Shyam Steel will invest Rs 10,000 crore to develop an integrated steel plant with a capacity of 2 million tonnes per annum in Chandrapur district.

The project is expected to generate indirect employment for over 4,000 individuals. It also includes the establishment of a 260 MW captive power plant.

Chief Minister Devendra Fadnavis said Maharashtra has entered a new era of industrialisation, driven by strategic policy reforms designed to convert investment interest into operational reality.

He emphasised that the state government is providing comprehensive support to investors, citing the multi-billion-dollar investments by JW Global Group and Shyam Steel as prime examples of this booming industrial climate.

CM Fadnavis highlighted the government’s efforts to simplify the process for setting up businesses.

He noted that Maharashtra is taking a national lead in the “Small Modular Nuclear Reactor” sector, following the Central Government’s decision to permit private investment in civil nuclear energy. Two MoUs have already been signed in this pioneering field.

“The state government is committed to providing full cooperation to any industrial group interested in investing in any region of Maharashtra,” the Chief Minister stated, inviting more global investors to the state.

He further added that this massive capital influx is expected to significantly boost the state’s GDP and solidify Maharashtra’s position as a premier global destination for sustainable and high-tech industries.

“The MoU aims to facilitate time-bound investments focused on large-scale clean energy, sustainable infrastructure, and advanced technology development,” said P Anbalagan, Principal Secretary, Industries Department.

RJD delegation meets Bihar DGP over Muzaffarpur killing, seeks action

Patna, April 16 (IANS) A delegation of the Rashtriya Janata Dal (RJD) on Thursday met Bihar Director General of Police Vinay Kumar, seeking justice for the family of Jagatveer Rai in connection with an alleged killing in Muzaffarpur district.

A six-member delegation led by RJD state president Mangani Lal Mandal submitted details of the case and urged swift and impartial action.

The case pertains to the alleged murder of Jagatveer Rai, son of Bhola Rai, reportedly involving the Station House Officer (SHO) of Gaighat Police Station in Chornia village.

The delegation also submitted a copy of a letter addressed to the DGP, containing findings and observations gathered by Leader of the Opposition Tejashwi Prasad Yadav during his visit to the incident site on March 25, 2026.

DGP Vinay Kumar acknowledged receipt of the communication and assured the delegation that the matter is being treated with utmost seriousness.

He confirmed that a team from the Forensic Science Laboratory (FSL) has already examined the firearm of the accused SHO, and that a murder case has been registered against him.

The DGP further said that the investigation is ongoing, and that key reports, including forensic findings and supporting evidence, are awaited.

He emphasised that the administration is committed to ensuring justice and that no accused will be allowed to evade the law.

The delegation included Uday Narayan Chaudhary, National Vice President of RJD; Alakh Niranjan alias Binu Yadav, National General Secretary; Dr Tanveer Hasan, State Vice President; Ranvijay Sahu, State Principal General Secretary; Niranjan Rai, former MLA from Gaighat Assembly constituency; Ramesh Gupta, District President, Muzaffarpur; and Mohd. Ejaz Ahmed, State Spokesperson.

The incident occurred in Chornia village under the Gaighat police station area in the third week of March this year, when a police team had gone to arrest an accused in a case related to the POCSO Act.

A violent clash broke out between villagers and police, during which several police personnel were injured and government vehicles were damaged.

Amid the chaos, Jagatveer Rai lost his life due to a gunshot wound, triggering widespread tension in the region.

The victim’s family has alleged that the then Station House Officer deliberately shot him.

However, the police maintain that the firing was done in self-defence following a life-threatening attack by the mob.

Manipur extends internet ban in 5 districts till April 18​

Imphal, April 16 (IANS) Amid prevailing law and order concerns, the government of Manipur on Thursday again extended the suspension of mobile internet and data services, including broadband, for another two days, until April 18, across five Imphal valley districts.​

Officials said the move was necessitated by concerns about the spread of disinformation and false rumours across various social media platforms.​

The suspension of mobile internet and data services was first imposed for three days, hours after a deadly bomb attack in Bishnupur district on April 7. The attack, allegedly carried out by suspected Kuki militants, claimed the lives of two children and left their mother injured. ​

Since then, the restrictions have been extended in several phases, typically for 2 days at a time, across the same 5 Imphal Valley districts: Imphal West, Imphal East, Thoubal, Kakching, and Bishnupur. The step is aimed at preventing any escalation of violence.​

According to a notification issued by Commissioner-cum-Secretary (Home) N. Ashok Kumar, the decision to extend the suspension was taken after reviewing the prevailing law and order situation in these districts.​

The notification stated that the state government considers it necessary to continue suspending mobile internet services, mobile data services, and VPN access, citing inadequate technical feasibility for effective control and regulatory mechanisms over mobile data usage. ​

Authorities also expressed concern about the potential misuse of social media platforms for spreading misinformation.​

“The spread of disinformation and false rumours, and the sending of bulk SMS messages, can facilitate the mobilisation of mobs of agitators and demonstrators. This may lead to loss of life and damage to public and private property through arson, vandalism, and other violent activities, for which the control mechanism is still poor,” the notification said.​

It further warned that any individual found in violation of the orders would be liable to legal action.​

In separate notifications, District Magistrates of the five Imphal valley districts announced a relaxation of curfew restrictions under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023. ​

The curfew has been eased daily from 5 a.m. to 5 p.m., allowing residents to carry out essential and urgent activities. However, in the Bishnupur district, the curfew relaxation period is 5 a.m. to 10 a.m.​

The orders clearly specify that no individual is permitted to carry arms of any kind during the relaxation period. This includes sticks, stones, unlicensed firearms, or any object that could potentially be used as an offensive weapon. ​

Shops and retail outlets have also been allowed to operate during the relaxation hours, as per the directives issued by the respective District Magistrates.​

Meanwhile, following the April 7 bomb attack in Bishnupur district, thousands of people, including a large number of women and members of various civil society organisations, have been holding daily protest rallies across the Imphal valley districts. Protesters have strongly condemned the attack and are demanding strict punishment for those responsible.​

The Manipur government has already handed over the investigation into the deadly incident to the National Investigation Agency (NIA).​

Domestic LPG supply normal, 4.58 lakh new PNG connections gasified

New Delhi, April 16 (IANS) Supply of LPG to domestic households remains normal against online bookings, which have increased to 98 per cent, and no dry-outs have been reported at distributorships despite the supply being affected due to the prevailing geopolitical situation, the Ministry of Petroleum and Natural Gas said on Thursday.

The government has ensured that 100 per cent supply is being made to domestic LPG, domestic PNG, and CNG for vehicles, the ministry said in a statement.

Deliveries based on the Authentication Code (DAC) received on the registered mobile number of the consumer have increased to around 92 per cent, which is preventing diversion at the distributor level, it said.

About 4.58 lakh PNG connections have been gasified, and about 5.1 lakh additional customers have registered for new connections since March this year.

Till April 15, about 35,000 PNG consumers have surrendered their LPG connections via MYPNGD.in website. States have been advised to facilitate new PNG connections for domestic and commercial consumers.

For commercial LPG, priority has been given to hospitals and educational institutions. Besides this, priority has also been given to pharma, steel, automobile, seed and agriculture. In addition to this, the supply of 5 kg LPG cylinders to migrant labour is also doubled based on the average daily supply on March 2 and 3.

Citizens are advised to avoid panic purchase of petrol, diesel, and LPG as the government is making all efforts to ensure availability of petrol, diesel and LPG. Beware of rumours and rely on official sources for correct information, the ministry said.

LPG consumers are requested to use digital booking platforms and avoid visiting distributors.

About 15.5 lakh 5 kg LPG cylinders have been sold since March 23. On Wednesday, 7930 MT of commercial LPG (equivalent to more than 4.17 lakh – 19 Kg cylinders) was sold, the statement said.

Average auto LPG sales by public sector oil companies so far in April are around 286 MT per day against the average of 177 MT per day during February. Auto LPG sales are observed to have shifted from private to public sector companies. To meet the rising demand, the sale of auto LPG by the PSUs has increased by 62 per cent. The major increase has been observed in states like Karnataka, Tamil Nadu, Telangana, Rajasthan, and West Bengal.

A total of 1,42,156 metric tonnes (equivalent to more than 74.8 lakh 19 kg LPG cylinders) of commercial LPG have been sold since March 14. This includes more than 8,400 MT of auto LPG.

Meanwhile, enforcement actions continue across the country to curb hoarding and black marketing of LPG. More than 2,500 raids were conducted on Wednesday.

PSU oil marketing companies have strengthened surprise inspections and imposed penalties on 238 LPG distributorships and suspended 63 LPG distributorships till now.

Citizens are encouraged to use alternative fuels such as PNG and electric or induction cooktops. All citizens are urged to conserve energy in their daily use during the current situation.

The government has already implemented several rationalisation measures on both the supply and demand side, including enhancing refinery production, increasing the booking interval from 21 to 25 days in urban areas and up to 45 days in rural areas and prioritising sectors for supply.

Alternative fuels such as kerosene and coal have been made available to ease pressure on LPG demand.

The Ministry of Coal has directed Coal India and Singareni Collieries to supply additional coal to states for distribution to small and medium consumers.

Scientist Beena Pillai named director of nation’s premier biotech institute

Thiruvananthapuram, April 16 (IANS) In a key leadership transition at one of India’s premier biotechnology institutions, the Rajiv Gandhi Centre for Biotechnology (BRIC-RGCB) has appointed noted scientist Dr Beena Pillai as its new Director.

The appointment, approved by the Appointments Committee of the Union Cabinet, is for a five-year term.

Functioning under the Biotechnology Research and Innovation Council of the Department of Biotechnology, BRIC-RGCB plays a crucial national role in advancing research in disease biology, translational sciences, and technology development.

The institute has been at the forefront of efforts to bridge fundamental research with clinical and industrial applications, making the leadership change significant for India’s broader biotechnology ambitions.

Dr Pillai succeeds Prof Chandrabhas Narayana, who completed his tenure in September last year, and takes charge at a time when the institute is poised for expansion into high-impact areas.

Currently a Chief Scientist at the CSIR-Institute of Genomics and Integrative Biology (CSIR-IGIB), Dr Pillai is internationally recognised for her work in RNA biology and neuronal development.

Her research has focused on the role of RNA in early development, neurogenesis, behaviour, and disease susceptibility, including the identification of microRNA markers in human diseases.

A native of Kalady, she completed her B.Sc from Ramnarain Ruia College, Mumbai, and pursued an integrated MS-PhD at the Indian Institute of Science.

She later joined CSIR-IGIB, where she established a strong research programme in genomics and molecular biology.

Her scientific contributions have been recognised with several awards, including the National Bioscience Award, the INSA Young Scientist Award, and the CSIR Young Scientist Award in Biological Sciences.

Under her leadership, BRIC-RGCB is expected to accelerate key national initiatives, including the development of a cGMP-compliant facility, a bio-manufacturing hub, and an oncology referral hospital.

The appointment is widely seen as a step towards strengthening India’s research-to-innovation pipeline, with the RGCB scientific community expressing confidence in a renewed push for cutting-edge science.

UP govt tightens exam security with zero tolerance, AI surveillance to ensure fair recruitment

Lucknow, April 16 (IANS) The Uttar Pradesh Education Selection Commission on Thursday announced a series of stringent measures, including a zero tolerance policy and AI-based surveillance, to ensure transparency and prevent malpractice in upcoming competitive examinations in the state.

Uttar Pradesh Education Selection Commission Chairman Prashant Kumar said the initiative follows Chief Minister Yogi Adityanath’s directive to make recruitment examinations fair, credible and completely free from cheating.

He asserted that maintaining the integrity of the examination process remains the top priority.

“A zero tolerance policy will be strictly enforced in all forthcoming examinations to ensure transparency, fairness and accountability at every level,” Kumar added.

As part of the upgraded monitoring system, the Commission has established a state-of-the-art integrated control room at its headquarters.

The facility is equipped with more than two dozen high-resolution screens and advanced AI-enabled cameras that will provide real-time surveillance of examination centres across the state.

Officials said the system will allow authorities to keep a close watch on activities at every examination centre and detect any suspicious behaviour or irregularities instantly.

The AI-powered monitoring mechanism is expected to significantly reduce the chances of cheating and ensure a smooth and fair examination process.

Kumar emphasised that the Commission is combining technology with strict administrative measures to curb any attempt at malpractice.

He warned that strict action would be taken against candidates or officials found involved in unfair practices.

The Commission has also appealed to candidates to follow the rules and maintain honesty during the examinations.

Aspirants have been advised not to be misled by rumours or false information circulating on social media or other platforms.

Reiterating its commitment, the Commission said all necessary arrangements are being made to conduct examinations in a secure, transparent and merit-based manner, reinforcing public trust in the recruitment system.
