Rajasthan govt moves SC seeking postponement of elections to 113 urban bodies

Jaipur, Feb 26 (IANS) The Rajasthan government has approached the Supreme Court seeking a postponement of elections to 113 municipal bodies, citing the need to redo the ward delimitation process after it was struck down by the High Court.

A Special Leave Petition (SLP) filed by the state government states that the Rajasthan High Court had quashed the ward delimitation exercise carried out for 113 of the 309 urban local bodies.

As a result, the Rajasthan government has sought additional time to complete the process afresh before conducting elections.

As per the SLP, there are may reasons for the government seeking more time. According to the SLP, the High Court found the delimitation exercise in 113 urban bodies to be flawed. While the total number of wards in these civic bodies remained unchanged, their internal boundaries were altered.

The court cancelled these revised ward boundaries, necessitating a fresh delimitation exercise.

The Chief Minister Bhajanlal Sharma-led government has argued that conducting polls without completing the revised delimitation process would not be legally sound, and therefore, the election schedule should be extended.

On November 14 last year, the Rajasthan High Court, while disposing around 439 petitions, directed the state government to complete the delimitation process by December 31 and conduct panchayat and municipal elections by April 15.

Subsequently, while hearing related petitions challenging the High Court’s order, the Supreme Court also directed that elections be held by April 15.

The Supreme Court will now consider the state government’s plea seeking more time.

The outcome of the hearing will determine whether the April 15 deadline for holding elections remains in place or is extended, said sources.

The matter is significant as it affects election timelines for over one hundred urban local bodies across Rajasthan.

Incidentally, the last ward reorganisation in Rajasthan was carried out in 2019, when the state had 196 urban local bodies. In the past six years, 113 new bodies have been created, where elections will be held for the first time.

New Delhi, Dec 11 (IANS) The Supreme Court is slated to hear on Wednesday a plea filed by senior Aam Aadmi Party (AAP) leader and former Delhi Deputy Chief Minister Manish Sisodia seeking relaxation of the bail condition requiring him to report to the Investigating Officer semi-weekly.

As per the causelist published on the website of the apex court, a bench headed by Justice B.R. Gavai will take up Sisodia’s application for hearing on December 11.

Earlier on Monday, the Bench, also comprising Justice K.V. Viswanathan, agreed to list the plea moved by Sisodia after senior advocate Abhishek Manu Singhvi mentioned it.

“Day after tomorrow,” it had told Singhvi, who sought an urgent hearing on Sisodia’s plea seeking relaxation of the bail condition requiring him to report to the Investigating Officer every Monday and Thursday.

In August this year, the Supreme Court granted bail to the senior AAP leader, saying that he cannot be kept behind bars for an unlimited period of time in the hope of a speedy completion of trial in the alleged excise policy case.

Pronouncing the verdict on Sisodia’s bail pleas, a Bench presided over by Justice Gavai had said: “In the present case, in ED as well as CBI matter, 493 witnesses have been named and the case involves thousands of pages of documents and over lakh pages of digitised documents.”

“It is thus clear that there is not even a remotest possibility of the trial being concluded in the near future. In our view, keeping the appellant behind bars for an unlimited period of time in the hope of speedy completion of the trial would deprive him of the Fundamental Right of Liberty given under Article 21 of the Constitution.”

The Bench, also comprising Justice Viswanathan, held that on account of a long period of incarceration running for around 17 months and the trial not having commenced, Sisodia had been deprived of his right to a speedy trial.

Rejecting the contention that Sisodia, if granted bail, may tamper with the evidence, the Supreme Court had said that the prosecution case majorly stems from documentary evidence, which has already been seized by the CBI and the ED.

The SC refused to accept central agencies’ submission that Sisodia should not be allowed to visit the Delhi Chief Minister’s Office or Delhi Secretariat.

“The appellant (Sisodia) shall surrender his passport with the Special Court. The appellant shall report to the Investigating Officer every Monday and Thursday between 10-11 a.m. and the appellant shall not make any attempt either to influence the witnesses or to tamper with the evidence,” it said.

In an earlier judgment delivered on October 30 last year, the top court had denied bail to the former Deputy Chief Minister but said that if the trial proceeds slowly in the next three months, he may apply for bail afresh.

Recently, the Delhi High Court issued notice on Sisodia’s plea against the trial court’s decision to take cognisance of the prosecution complaint filed by the Enforcement Directorate (ED) in the alleged liquor policy scam case.

In his petition filed before the Delhi HC, Sisodia contended that the trial court took cognisance of the alleged offences under the Prevention of Money Laundering Act (PMLA) without any prior sanction having been obtained by the ED for prosecution.

The plea added that the trial court should have not taken cognisance of the ED’s prosecution complaint without sanction since he held a public office at the time of the commission of the alleged money laundering offence.

The matter is slated to be heard next on December 20, along with a similar petition filed by AAP supremo and former Delhi CM Arvind Kejriwal seeking a stay of trial proceedings on the grounds of lack of sanction.

BRS welcomes SC order on Kancha Gachibowli land

Hyderabad, April 16 (IANS) Bharat Rashtra Samithi (BRS) working president K. T. Rama Rao on Wednesday welcomed the Supreme Court’s directive to restore the Kancha Gachibowli forest in Hyderabad.

He described the apex court’s order to the Chief Wildlife Warden to protect the wildlife on the land as a major victory for environmentalists and all who fought to preserve Kancha Gachibowli. He urged the Revanth Reddy government to stop acting recklessly.

KTR, as the BRS leader is popularly known, extended heartfelt gratitude to everyone who opposed the Congress government’s ‘oppressive’ actions and fought to protect the trees and wildlife in Kancha Gachibowli, particularly the students and faculty of Hyderabad Central University. He credited their tireless efforts with saving the 400-acre forest.

KTR also expressed delight over what he called the Supreme Court’s acknowledgement of the Central Empowered Committee’s observation that a potential Rs 10,000 crore financial fraud may have occurred in the land mortgage dealings involving the 400-acre Kancha Gachibowli forest.

He stated that the Supreme Court’s orders have validated BRS’ allegations that forest land in Kancha Gachibowli was illegally pledged to a private company.

KTR urged Chief Minister Revanth Reddy to act responsibly, emphasising that the Congress government’s attempts to misuse power to harm the environment and evade accountability will no longer succeed.

The former minister stated that the Supreme Court’s orders have confirmed BRS’ allegations that Chief Minister Revanth Reddy attempted to misappropriate Telangana’s wealth worth Rs 10,000 crore. He remarked that this ruling further establishes Revanth Reddy as a key adversary to Telangana’s people, forests, and wildlife.

KTR expressed hope that the apex court’s orders would significantly advance environmental conservation efforts not only in Hyderabad but across Telangana.

Meanwhile, BRS social media in-charges Krishank Manne and Konatham Dileep, who were booked by police for allegedly posting AI-generated videos about Kancha Gachibowli land, have welcomed the Supreme Court.

Krishank took to X to ask if Revanth Reddy would file false cases against the Supreme Court. He referred to the Supreme Court’s observation that they saw dead deer after cutting down trees.

Dileep stated that the Supreme Court stated facts. “Attention Revanth Reddy, his cabinet ministers and some advisor jokers who are misleading everyone, saying there are no animals in Kancha Gachibowli and all animals in photos and videos are AI-generated! And they filed dozens of cases on students, activists who questioned this mindless deforestation,” he posted.

80.93 p.c. out of 19.36 crore rural households getting tap water: MoS V Somanna

New Delhi, July 21 (IANS) As many as 15.67 crore or 80.93 per cent of rural households out of the total 19.36 crore in the country are reported to have a tap water supply in their homes, the Rajya Sabha was informed on Monday.

Minister of State for Jal Shakti V. Somanna, in a written reply, said that under Jal Jeevan Mission (JJM) – Har Ghar Jal, around 12.43 crore additional rural households have been provided tap water connections till July 15, 2025, since the implementation of the Mission in August 2019.

At the start of the Mission, only 3.23 crore (16.7 per cent) rural households were reported to have tap water connections, said the MoS.

It was launched to enable every rural household in the country to have assured potable water, in adequate quantity of prescribed quality on a regular and long-term basis, through tap water connection, he said.

Minister of State Somanna said to monitor outcomes, the Department of Drinking Water and Sanitation undertakes an assessment of the functionality of household tap water connections provided under the Mission, through an independent third-party agency, based on standard statistical sampling.

“During the Functionality Assessment 2022, it was found that 86 per cent of households (HHs) had working tap connections. Out of these, 85 per cent were getting water in adequate quantity, 80 per cent were getting water regularly as per the schedule of water supply for their piped water supply scheme, and 87 per cent of households were receiving water as per the prescribed water quality standards,” said the MoS.

Somanna said that to ensure the successful implementation of the Mission, the Central government has been regularly reviewing the implementation with the respective State governments.

“Review meetings, conferences, workshops and video conferences are also held at the highest level, wherein states are advised to plan and expedite the implementation to achieve the goal in a time-bound manner. In addition, field visits are also undertaken by the National Jal Jeevan Mission (NJJM) team to handhold the states for expeditious implementation of the Mission,” said the MoS.
