Assam Cabinet approves fast-track court for trial in Zubeen Garg death case

Guwahati, Feb 26 (IANS) The Assam Cabinet on Thursday decided to constitute a dedicated fast-track sessions court for the day-to-day trial of the case related to the demise of popular singer Zubeen Garg, citing the sensitivity of the matter and its wider implications.

The decision was taken at a Cabinet meeting chaired by Chief Minister Himanta Biswa Sarma at Lok Sewa Bhawan.

The Cabinet approved the constitution of a dedicated sessions court under the provisions of Section 346(1) of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, to ensure expeditious disposal of the case.

Speaking to reporters here, Sarma said the state government will move the Gauhati High Court and submit an application to the Chief Justice seeking approval for the establishment of the fast-track court.

He said the move is aimed at facilitating continuous and focused hearings, avoiding procedural delays and ensuring that the trial proceeds on a day-to-day basis.

The Chief Minister also said the Cabinet took note of public sentiment surrounding the case, given Zubeen Garg’s stature as a prominent cultural figure and his contribution to Assam’s music and cultural landscape.

He said the government considers a swift and transparent judicial process essential for maintaining public confidence in the justice delivery system.

The Cabinet also observed that prolonged delays in such cases could lead to speculation, making it necessary to adopt appropriate judicial measures within the legal framework.

By opting for a dedicated sessions court, the government aims to ensure timely judicial proceedings while upholding due process and judicial independence.

Sources said that once approval is granted by the Gauhati High Court, the fast-track court will be notified and made operational.

They added that necessary logistical and administrative support will be provided to ensure smooth functioning of the court.

The Assam government reiterated its commitment to facilitating a fair, speedy and transparent trial in accordance with legal provisions while respecting judicial authority.

“Hundreds of patients are benefitting from this store,” Mahto said.

“The medicines available here are much cheaper than market rates, and people are able to save a lot of money. It’s a huge help for economically weaker sections.”

Started under the vision of Prime Minister Narendra Modi, the Jan Aushadhi scheme aims to make quality generic medicines available at affordable prices through dedicated centres across India.

The initiative not only helps reduce out-of-pocket medical expenses for families but also promotes better access to healthcare for the underprivileged.

Many citizens have hailed the scheme as a lifesaver, particularly those with long-term health conditions requiring daily medication.

‘It was a nice experience’: Raipur student Yuktamukhi Sahu lauds PM Modi’s ‘Pariksha Pe Charcha’ initiative

Raipur, Feb 16 (IANS) The Central Board of Secondary Education (CBSE) Class 10 and Class 12 exams have started and students across the country are busy preparing for them. Meanwhile, Prime Minister Narendra Modi has recently boosted their morale through the ‘Pariksha Pe Charcha’ programme.

Yuktamukhi Sahu, a Class 11 student from Raipur, who participated in the ‘Pariksha Pe Charcha’ programme with PM Modi, shared her experience with IANS during an interaction with the news agency.

This time, along with the Prime Minister, eminent personalities from sports, spirituality, cinema and other fields are also providing tips to the students on beating the pressure and stress related to exams.

Students believe that PM Modi not only answered their questions related to the exam but also explained to them the link between success and failure.

Yuktamukhi, during her interaction with IANS, recalled that the Prime Minister treated all the students like friends. “He was listening to all our questions and answering them based on his experience.”

Yuktamukhi said that she was feeling nervous and anxious ahead of the exam, but after meeting PM Modi and experiencing the overall atmosphere surrounding the ‘Pariksha Pe Charcha’ initiative, all her fears vanished.

“I never thought I would even get to meet PM Modi,” she said, adding: “When I returned home after meeting PM Modi, everyone here was talking about me. Everyone was asking about my meeting with PM Modi. I told everyone that I felt good after meeting Prime Minister Modi.

On the importance of ‘Pariksha Pe Charcha’, the Raipur student said “this programme is very important”.

“When children are able to put their questions in front of an expert, they get answers from his experience. Along with getting answers to the questions, they also get to know what to do and what not to do,” she said.

Yuktamukhi also shared her moments of disappointment. When PM Modi asked her the reason, the student said that she had set a target of getting 95 per cent mark in Class 10 but got only 93 per cent marks.

“On my question, PM Modi said that this is not considered a failure, this is a kind of success. It is a very good thing that you had set a target two percent more. But, if you want to achieve 95 per cent, then you will have to set a target of 98 per cent,” she told IANS, recalling the conversation at the programme.

Her father, Gulabchand Sahu, said that ‘Pariksha Pe Charcha’ programme is a very important one for the students.

“Parents along with their children are nervous during the exams. But this programme answers the questions running in the mind of the students and they feel good,” he said.

“This programme also relieves the stress of students and when PM Modi communicates with children, it also impacts the mental health of children,” he added.

Himachal Cabinet gives nod to Cancer Care Centre in Hamirpur

Shimla, Jan 19 (IANS) The Himachal Pradesh Cabinet, at its meeting chaired by Chief Minister Sukhvinder Singh Sukhu, on Monday decided to establish a state-of-the-art Cancer Care Centre at Dr Radhakrishnan Government Medical College in Hamirpur town.

The Cabinet also approved the creation of 11 new departments and the creation and filling of requisite posts of various categories. It decided to amend the Social Security (Pension and Allowance) Rule of 2010 to ensure time-bound disbursal of social security pension among beneficiaries.

The Cabinet also gave its approval to adopt the National Policy on Geothermal Energy to facilitate the exploration and development of untapped geothermal energy resources in the state. It approved the Directorate of Energy as the nodal agency for the implementation of this policy and sanctioned amendments to the Swaran Jayanti Energy Policy of 2021 to incorporate guidelines related to geothermal energy.

The Cabinet gave its approval to promulgate an Ordinance to levy ‘Orphan and Widow Cess’ on petrol and high-speed diesel at the point of first sale in the state with the objective of strengthening welfare schemes for orphans and widows. The cess will be non-burdensome to consumers, while ensuring the availability of adequate financial resources for the effective implementation of these welfare schemes.

It approved the allotment of four hydroelectric projects up to 25 MW to the successful bidders after completion of the tendering process. They are 6 MW Khauli-II, 24 MW Malana-III, 21.9 MW Manalsu and 18 MW Dhancho projects.

The Cabinet decided to construct a 4.3-km-long Naddi Zipline Project near Dharamsala in Kangra district at an estimated cost of Rs 7.41 crore. Upon completion, it will be Asia’s longest zipline and is expected to emerge as a major attraction for tourists visiting the area.

The Cabinet gave its nod to amend the Senior Resident Doctor Policy by providing 66.66 per cent quota for in-service candidates and 33.33 per cent quota for direct candidates. It further decided that the distribution of seats shall be interchangeable in case of non-availability of eligible candidates in their respective categories.

The Cabinet approved filling 11 posts of Assistant Commissioner in the State Taxes and Excise Department.
