Light rain forecast in Tamil Nadu, Puducherry and Karaikal; gusty winds likely

Chennai, Sep 26 (IANS) Parts of Tamil Nadu, Puducherry and Karaikal may receive rain through Tuesday, with thunderstorms and gusty winds, the Regional Meteorological Centre in Chennai said on Saturday.

The weather office said the deep depression weakened early on Friday over southern interior Odisha and adjoining Chhattisgarh.

By 8.30 a.m. on September 25, the system had moved north-northwestwards as a low-pressure area over southern Chhattisgarh and adjoining southern interior Odisha.

On Saturday, one or two places in the Western Ghats districts and in Chennai, Kancheepuram, Chengalpattu, Tiruvallur, Vellore and Ranipet may receive light to moderate rain accompanied by thunder, lightning and winds reaching 40 to 50 kmph.

Isolated light rain is possible elsewhere in Tamil Nadu and in Puducherry and Karaikal. For Sunday, the centre forecast moderate thunderstorms at isolated places in the Western Ghats districts.

Other parts of Tamil Nadu, Puducherry and Karaikal could see isolated light to moderate rain with thunder, lightning and gusts of 40 to 50 kmph.

The forecast for Monday indicates thunderstorms in the Western Ghats districts, Chennai and northern and central districts.

It names Kancheepuram, Chengalpattu, Tiruvallur, Villupuram, Tirupattur, Vellore, Ranipet, Namakkal, Karur, Erode, Tiruchirappalli, Ariyalur, Perambalur, Pudukkottai and Sivaganga among the areas where rain and strong winds are possible.

Isolated light rain may occur elsewhere, including Puducherry and Karaikal. Similar isolated thunderstorms and gusty winds are forecast across the region on Tuesday.

Light to moderate rain at a few places is expected on September 30 and October 1.

Maximum temperatures are unlikely to change substantially through September 29, although a slight rise is possible.

Daytime temperatures may be two to three degrees Celsius above normal. In Chennai, partly cloudy skies are expected on Saturday, with light to moderate thunderstorms possible in parts of the city in the evening.

The maximum temperature is likely to reach 35 to 36 degrees Celsius, while the minimum may be 27 to 28 degrees.

Fishermen have been advised to avoid the north Andhra Pradesh coast and adjoining west-central Bay of Bengal on Saturday, where winds may reach 40 to 50 kmph, gusting to 60 kmph.

No warning was issued for Tamil Nadu coastal waters or the Arabian Sea during September 26-29.

Kolkata, Jan 2 (IANS) The Election Commission of India (ECI) has made the Booth-Level Officers (BLOs) and the BLO Supervisors accountable for ensuring that the voters who have attained the age of 85 or above do not have to appear physically at the hearing centres for attending the sessions on the claims and objections on the draft voters’ list.

The ECI, at the same time, has also made the Electoral Registration Officers (EROs) and the Assistant Electoral Registration Officers (AEROs) accountable to ensure that enough awareness drives are conducted in the areas under their respective jurisdictions to make people aware of its decision giving relaxation to post-85-year-old voters from appearing physically to attend the hearing sessions.

“In case any post-85 voter has already been served with a hearing notice, the BLOs or BLO Supervisors will have to contact them personally and request them not to come to the hearing centre. In case of such voters, their documents will be verified at their residences,” an insider from the Chief Electoral Officer (CEO), West Bengal, confirmed.

The same principle will apply to voters with critical medical conditions. In such cases, whether these voters will be required to attend a hearing or have their documents verified at their residence will be decided on a case-by-case basis by the ERO or AERO concerned.

However, sources at the CEO’s office confirmed that under no circumstances can the demand from Trinamool Congress for extending the relaxation to post-60 voters be entertained. “Neither the Commission nor the CEO’s office has enough strength to do that. So under all practical reasons, the Commission had decided to extend the relaxation only to post-85 voters,” the CEO’s office insider added.

On December 29 last year, the ECI specified the categories of voters in whose cases the hearings will be conducted at their residences only. These categories include post-85-year-old voters, those with critical illness, and differently-abled voters.

However, even after these clear instructions from the ECI, there have been instances of such exempted category voters coming to the hearing centres, which prompted some political parties to make a political issue out of it.

Amid such controversies, the ECI has now made the EROS and AEROs accountable for ensuring that the voters who have attained the age of 85 or above do not have to appear physically at the hearing centres

From Hurriyat to harmony: Kashmir after 370 – no stones, no strikes

New Delhi, Aug 4 (IANS) Six years ago, when Article 370 was abrogated, few believed that there would be complete silence on the issue in Kashmir. Once a place where stone pelting had become a means of livelihood for some and a tool of disruption for Pakistan-backed separatists, the region underwent a dramatic transformation after one decisive step by India’s Parliament and the strong resolve of the Modi government.

From late 1989, when terrorism first took root, until August 2019, Kashmir’s streets regularly witnessed stone-pelting incidents. These were often sparked by anything from local grievances to instructions from separatist leaders, particularly the Hurriyat Conference. This group operated a network of paid supporters who incited the youth to confront security forces, especially after Friday prayers. Pakistani and ISIS flags were often waved in defiance.

The separatist ecosystem, funded generously, encouraged unrest and even orchestrated the burning of schools and colleges to keep young people uneducated and jobless — and, therefore, vulnerable to manipulation.

None of the elected governments in between could do anything. The Hurriyat, led by pro-Pakistan Syed Ali Shah Geelani and aided by separatists like Yasin Malik and scores of others, almost ran a parallel administration, which set a calendar for defiance, hartal days, and stone pelting sessions.

But all of this changed overnight on August 5, 2019, when Article 370 was revoked and the Indian Constitution was fully extended to Jammu and Kashmir. Stone pelting ceased. Protests and flag-waving disappeared. Contrary to many expectations, people did not pour into the streets to protest. Instead, a long-awaited silence settled over the valley – not one of fear, but of relief.

Six years on, that silence has evolved into action. Development, education, and sports have taken centre stage. More Kashmiri youth are qualifying for central government jobs, including the prestigious UPSC exams. Thousands are studying across India – and abroad. Many are excelling in sports and entrepreneurship.

In April 2017, an image of a young girl, Afshan Ashiq, throwing stones had gone viral. Today, she is a professional footballer – a symbol of the valley’s transformation. Stories like hers are now commonplace.

These developments suggest that the abrogation of Article 370 helped liberate the people of Kashmir from decades of psychological manipulation and fear, often rooted in religious sentiment and external influence.

While the surge in tourism is often cited as proof of normalcy, the true indicator lies in the disappearance of stone pelting and protests. It reflects a deeper shift in public sentiment – one of contentment and hope.

The prevailing mood in the valley today is clear: the people are moving forward, and they are doing so without the shadow of Article 370.

Centre sets condition for release of funds to Bengal govt under ‘Jal Jeevan Mission’ project

Kolkata, Nov 27 (IANS) The Union government has set conditions for the release of Central funds to the West Bengal government under the “Jal Jeevan Mission” project.

The first condition, according to an official from the State Secretariat of Nabanna, funds would only be released on the basis of scheme-based proposals under the Central project.

Each scheme on this count should have a separate identification number, without which Central funds under the project would not be available.

At the same time, the state government official added that the Union government had also imposed the condition of financial reconciliation with each scheme under the “Jal Jeevan Mission” project.

“This means that the Union government will first examine whether there is any disparity between the total Central funds released under a particular scheme under that project and the exact amount spent by the state government for that scheme. The Central funds for that scheme will be released only if the Union government is satisfied that there is no disparity between these two aspects,” the state government official said.

The Ministry of Jal Shakti had recently sent a written communication to the West Bengal government detailing the conditions set for the release of funds under the “Jal Jeevan Mission” project.

“The most important point in the entire set of conditions for release of Central funds is the creation of separate identification numbers for the different schemes under the ‘Jal Jeevan Mission’ project. So the public health engineering department had been advised by the State Secretariat to create the identification numbers at the earliest,” the state government official added.

Jal Jeevan Mission is envisioned to provide safe and adequate drinking water through individual household tap connections in rural India.

The project is based on a community approach to water and includes extensive Information, education, and communication as key components of the mission.
