Aiming to make J&K model for access to justice, Tele-Law service: Arjun Ram Meghwal​

Srinagar, Feb 17 (IANS) Minister of State for Law and Justice Arjun Ram Meghwal on Tuesday expressed confidence that collective efforts would transform Jammu and Kashmir into a model region for access to justice and further strengthen the Tele-Law programme.​

Addressing a regional event-cum-workshop under the Tele-Law Initiative of the DISHA (Designing Innovative Solutions for Holistic Access to Justice) Scheme, Meghwal stressed the need to further strengthen access to justice through technology-enabled services.​

He called for ensuring that justice reaches every citizen, whether living in villages, mountainous regions, or coastal areas.

​He lauded the dedicated service of the state High Court’s Chief Justice, Arun Palli, remarking that his work had a wide impact across the region.​

He encouraged organising smaller, focused workshops to expand the network of pro bono lawyers and actively interacted with advocates and students.​

The workshop at the Sher-i-Kashmir International Convention Centre (SKICC) was convened as part of the Department’s ongoing efforts to strengthen access to justice through technology-enabled services and to foster informed deliberations among key stakeholders, CSCSs, Law schools, including judicial officers, advocates, administrators, field functionaries, students, and civil society representatives, said a statement.​

Chief Minister Omar Abdullah, Chief Justice Arun Palli of the High Court of Jammu & Kashmir and Ladakh, and Secretary (Justice), Department of Justice, were also present, the statement said.​

The programme commenced with the lighting of the ceremonial lamp and a cultural presentation of “Vande Mataram” by local artists, celebrating the 150th Anniversary of India’s National Song.​

The Secretary (Justice) highlighted the constitutional mandate under Articles 39A, 14, and 21 and emphasised the role of DISHA in ensuring accessible, affordable, and timely justice for citizens, particularly in remote and underserved areas.​

A short informational video was also screened during the programme to raise awareness among citizens about the Tele-Law service’s functioning and its role in facilitating easy access to justice and timely pre-litigation legal advice.​

The video also highlighted the integration of Tele-Law with the Nyaya Bandhu programme and the support provided by Nyaya Sahayaks, the statement said.​

Complaints against West Bengal Medical Council on illegal honorarium payment

Kolkata, Jan 31 (IANS) The West Bengal Medical Council is facing criticism from representatives of the medical fraternity on various issues. The council was recently accused of targeting a couple of junior doctors who had been at the forefront of the protests against the R.G. Kar rape and murder case.

The fresh criticism against the council is regarding payment of a monthly honorarium of Rs 50,000 to its three members despite the fact that the Bengal Medical Act, 1994 does not have any provision for such honorarium for any council member.

The second issue, which has already been recognised as justified by the Calcutta High Court on Thursday, is the continuation of Manas Chakraborty as the registrar of the council five years after the end of his tenure in that chair way back in November 2019.

On Thursday, the Calcutta High Court’s Division Bench of Chief Justice T.S. Sivagnanam and Justice Hiranmay Bhattacharyya directed Chakraborty to step down by 5 p,m. on Friday, failing which, he would be removed by the court.

The third complaint against the council is how its top brass could honourably reinstate one particular doctor as a member of the council, who was suspended from it following accusation of fostering a “threat-culture” in the post R.G. Kar rape and murder scenario.

Council insiders pointed out that these were not just verbal complaints against a section of the top brass in the body, but also have been raised in subsequent communiques by other members of the council to the state health department since October last year when the entire state was boiling over the rape and murder tragedy.

However, the council president and Trinamool Congress legislator Sudipta Roy have so far maintained a total silence on such allegations.

Recently, the council came under strong criticism for slapping a show-cause notice on one of the faces of the junior doctors’ movement Asfaqulla Naiya, accusing the latter of conducting private practice as an ENT specialist without possessing the necessary degree for that.

A police investigation also started against Naiya. However, a single-judge Bench of the Calcutta High Court earlier this month had provided him with an interim shield against any coercive police action, including arrest.

At the same time, the council also started enquiring about another face of the movement Kinjal Nanda, a post-graduate trainee with R.G. Kar and more or less a popular face in the Bengal television serial and advertisement worlds.

The enquiry was how Nanda could pursue his acting and advertising career side-by-side with his assignment as a junior doctor attached with R.G. Kar.

Farmer mauled to death in wild boar attack

Mysuru, Nov 7 (IANS) In a tragic incident, a farmer was killed following a wild boar attack near Hadya village in Hullahalli hobli of Nanjangud taluk in Mysuru district on Friday.

The deceased has been identified as 35-year-old Rangaswamy, a resident of Hadya village. According to police, Rangaswamy was returning home on his motorcycle when a wild boar, hiding in the roadside bushes, suddenly charged at him.

The impact caused him to fall from the bike, after which the animal attacked him.

Hearing his cries for help, locals rushed to the spot and found Rangaswamy grievously injured, with parts of his body mauled by the boar.

On seeing the crowd, the animal fled into the nearby forest.

The villagers immediately shifted Rangaswamy to K.R. Hospital in Mysuru, but he succumbed to his injuries while undergoing treatment.

A case has been registered at the Hullahalli Police station in connection with the incident.

Upon receiving information, Vinod Kumar, Deputy Range Forest Officer (DRFO) of the Hullahalli Forest Division, along with his staff, visited K.R. Hospital to gather details about the attack.

This tragic incident has sparked concern among local farmers, who say that wild animal attacks — previously involving elephants, leopards, and tigers — have now extended to wild boars.

They have urged the government to take immediate steps to curb the growing menace and to provide adequate compensation to Rangaswamy’s bereaved family.

It can be recalled that a farmer was killed in a tiger attack in Mysuru district, Karnataka, on Friday morning.

The incident was reported from Haleheggodilu village in Saragur taluk of Mysuru district.

Following the backlash in connection with the incident of farmer’s death in tiger attack, Forest, Ecology, and Environment Minister Eshwar B. Khandre has directed officials to immediately suspend safari operations in Nagarahole and Bandipur tiger reserves.

Minister Eshwar Khandre further gave directions to deploy all available staff for the ongoing tiger capture operation in areas affected by human-wildlife conflict.

He has issued an order in this regard to the Principal Chief Conservator of Forests (PCCF) and the Chief Wildlife Warden in this regard

Train service disrupted, shops gutted in Sealdah South section following fire at Santoshpur station

Kolkata, Sep 16 (IANS) Railway service was disrupted in Sealdah South section of Eastern Railway after a massive fire broke out at Santoshpur station on Tuesday morning. About a dozen shops at the railway station were engulfed in the fire. Four fire engines reached the spot to douse the fire. After two hours, the fire was finally extinguished and train services resumed after that.

According to Eastern Railway officials, the blaze erupted around 7.21 A.M. which halted operations on the busy Sealdah-Budge Budge line. The fire gutted a dozen shops before it was brought under control. Train services resumed around 9.30 A.M. after the situation was normalised.

Sources said, after the fire broke out, locals first made efforts to bring it under control. They used buckets of water but soon the fire went out of control.

Local train services between Ballygunge station and Budge Budge station were disrupted due to the fire. Since there were several shops around the station premises, the fire spread easily. The fire brigade was informed eventually.

The initial suspicion is that the fire started from a gas cylinder in one of the shops.

“The extent of damage caused by the fire is huge. Most of the shops and huts were burnt down as they were made of flammable materials. About 12 shops adjacent to the station were burnt down. However, there were no casualties,” said a senior officer of South 24 Parganas district police.

A senior Railway official said, “A shop caught fire next to the Foot Over Bridge on platform number one. We had already identified it as an illegal encroachment. Following today’s incident, we will take steps against such shops. We will ensure that only those shops which are not illegal will remain in the station premises.”

Later, train services resumed in the Sealdah South section. However, there was a mad rush of people at the Santoshpur station as a large number of them waited for hours to catch a train.
