Santosh Kumar Suman re-elected national president of HAM (Secular)

Patna, June 15 (IANS) The Hindustan Awam Morcha (Secular), led by Union MSME Minister Jitan Ram Manjhi, convened its National Council meeting on Sunday at Hotel RR Grand in Bihar’s Banka.

The meeting focused on chalking out the party’s strategy for the upcoming 2025 Bihar Assembly elections and reinforcing its organisational structure down to the booth level.

A key highlight of the event was the unopposed re-election of Minister Santosh Kumar Suman as the National President of the party.

Suman, who currently serves as the Minister of Minor Water Resources in Bihar, was given a fresh mandate to lead the party.

In addition to this, Rajesh Kumar Pandey was appointed as the Principal General Secretary, and Kamta Rishiashan was named the Treasurer of the party.

The appointments were announced by Prof. D.N. Sinha of Patna University, who acted as the party’s election officer.

Although three nominations were filed on Saturday, no contesting candidates emerged, leading to all key posts being filled unopposed.

The National Council passed two significant resolutions, such as authorising the party patron and national president to take decisions related to alliances and seat sharing and empowering them to undertake organisational expansion as needed.

The resolutions reflect the party’s intent to remain flexible in the evolving political landscape and to ensure grassroots empowerment — particularly among Dalits, backward classes, and marginalised communities.

Addressing the gathering, Jitan Ram Manjhi underlined the need to strengthen the party’s network at the booth level across Bihar.

He acknowledged that the party’s presence is relatively weak in certain districts and emphasised that special efforts are being made in those areas.

“This meeting has been organised with a focus on gearing up for the upcoming Assembly elections. The aim is to activate the organisation down to the booth level and consolidate our support among Dalits and deprived sections,” said Manjhi.

Manjhi added that Banka was chosen as the venue precisely because it represents a region where the party needs to expand its presence.

He noted that district presidents, block-level leaders, and active workers from across Bihar, as well as party officials from other states, took part in the meeting.

Restless BJP ally in Kerala BDJS explores new political options

Thiruvananthapuram, Jan 27 (IANS) Days after the Bharath Dharma Jana Sena (BDJS), the second-largest ally of the BJP-led National Democratic Alliance (NDA) in Kerala, passed a resolution in Kottayam to explore alternative political partnerships, the party leadership has called for a crucial state committee meeting on February 1 to address the issue.

The BDJS, founded in December 2015 with the backing of Vellapally Natesan, the general secretary of the Sree Narayana Dharma Paripalana (SNDP) Yogam — a powerful social organisation representing Kerala’s Hindu Ezhava community — is led by Natesan’s son, Tushar Vellapally.

At the Kottayam meeting, chaired by Tushar, the party voiced frustration over its alliance with the BJP, citing a lack of tangible gains. The resolution suggested that for BDJS to remain relevant in Kerala politics, it may need to consider aligning with either the ruling CPI(M)-led Left Democratic Front (LDF) or the opposition Congress-led United Democratic Front (UDF).

Kerala’s population of over 3.3 crore includes more than 50 per cent Hindus, with the Ezhava and Nair communities forming the majority. Historically, Ezhavas have been strong supporters of the CPI(M), but the 2024 Lok Sabha elections marked a significant shift, with many Ezhavas in central Kerala voting against the Left, benefiting both the BJP-led NDA and the Congress-led UDF.

Tushar contested the 2024 Lok Sabha polls from Kottayam as the NDA candidate but finished a distant third, while the Congress candidate won convincingly.

The Pinarayi Vijayan-led LDF government, in power since 2016, is battling mounting allegations and an anti-incumbency wave. Sources suggest the CPI(M) has approached Natesan, expressing a willingness to bring BDJS into their fold. The upcoming local body polls may serve as a trial run for such a collaboration.

Meanwhile, the Congress-led UDF, eager to end its prolonged opposition status, is also reportedly open to welcoming BDJS as a full-fledged ally to strengthen its chances in the 2026 assembly elections.

With the BDJS signaling its discontent, all eyes are on the BJP’s national leadership. Speculation has long swirled about Tushar being offered a Union ministerial berth to solidify BDJS’ ties with the NDA. However, with years passing and no such appointment materialising, the BJP faces mounting pressure to act, particularly with local body elections on the horizon.

The upcoming state committee meeting of the BDJS is expected to be crucial in determining the party’s future political trajectory.

SC to hear West Bengal school jobs cancellation case on Monday

New Delhi, Feb 9 (IANS) The Supreme Court is slated to hear on Monday a batch of petitions, including the West Bengal government’s appeal, filed against the Calcutta High Court’s order cancelling 25,753 appointments in teaching and non-teaching posts made by the West Bengal School Service Commission (WBSSC) in 2016.

As per the details published on the website of the apex court, a bench headed by CJI Sanjiv Khanna and Justice Sanjay Kumar will continue to hear the matter on February 10 at 2 pm.

In an earlier hearing, the top court had directed the completion of pleadings and granted “one last opportunity” to the private respondents (i.e. individuals who had instituted writ petitions before the Calcutta HC) to file their counter-affidavits.

It had also nominated four nodal counsels to facilitate the circulation of a common compilation of pleadings in the matter.

On May 7, 2024, a bench headed by then CJI D.Y. Chandrachud had stayed the operation of the impugned order passed by the Calcutta High Court cancelling school jobs. The then CJI Chandrachud-led Bench had allowed the Central Bureau of Investigation (CBI) to continue with its investigation into the alleged scam but restricted the agency from taking any coercive action against the candidates or officials.

In an order passed in the third week of April 2024, the Calcutta High Court had nullified the appointment of the candidates selected from the expired panels and asked them to return the entire salary drawn during their tenures, along with an annualised interest of 12 per cent, within the next four weeks.

Besides directing the WBSSC to initiate the recruitment process afresh, a division bench of Justices Debangsu Basak and Shabbar Rashidi of the high court also directed the probe agency to carry on with its investigation into the matter.

Taking cognisance of the state Cabinet’s decision for the creation of super-numeric posts, it had said that the CBI, if necessary, can question the masterminds behind the creation of the seats in excess of the vacant posts.

These super-numeric posts, which have remained under the cloud since the beginning, are perceived to provide room for ineligible candidates recruited illegally. In July 2023, the apex court had set aside an interim direction passed by the Calcutta High Court terminating the service of 32,000 primary teachers and asking the West Bengal authorities to complete the recruitment process for the newly created vacancies within three months.

Asking the high court to decide the appeal pertaining to the school-jobs-for-cash scam at the earliest, the Supreme Court had stressed that the opportunity for a hearing has to be given to all concerned.

Bengal school job case: CBI probes why WBSSC infrastructure not used to preserve OMR sheet scans

Kolkata, April 14 (IANS) The Central Bureau of Investigation (CBI) sleuths probing the multi-crore cash-for-school job case are now probing why the available infrastructure of West Bengal School Service Commission (WBSSC) was not used in preserving the “scanned” or “mirror” images of the optimal mark recognition (OMR) sheets used in the written examination for appointments for teaching and non-teaching jobs in state-run schools in 2016.

The entire panel of 25,753 jobs for 2016 was cancelled by the Supreme Court earlier this month, upholding a previous order by Calcutta High Court last year. The apex court also accepted the Calcutta High Court’s argument that the entire panel of the commission for 2016 had to be cancelled since it was impossible to segregate the “genuine” candidates from the tainted ones who got school jobs by paying money.

Now, information has already surfaced that the main hurdle towards achieving this segregation is that all the OMR sheets used in written examinations for that panel were destroyed without preserving the mirror images of those OMR sheets.

Now sources aware of the development said that during the investigation, the Central agency sleuths have found that the WBSSC’s office had the technical infrastructure sufficient enough to both evaluate and preserve OMR sheets in large numbers for years.

There arose the question of why, despite having such infrastructure, and what prompted the commission to assign the same task of evaluation and preservation to a Gaziabad-based outsourced agency.

Sources said that the investigating officials are trying to reach out to the person under whose instructions this outsourcing was done instead of getting the same work done at WBSSC’s office using the available infrastructure.

While the event of mirror images of OMR sheets was the second stage of lapse or irregularity on the part of the commission, the first lapse was destroying the soft copies of the OMR sheets for the panel of 2016 just a year after the written examination.

Before 2016, the commission followed the practice of retaining the OMR sheets used in written examinations for three years. Now, CBI has already informed the court that the waiting period for preserving the soft copies of OMR sheets is being changed to one year from the previous period of three years, establishing the intent behind his action.

In March this year, CBI informed a special court in Kolkata that the soft copies of the OMR sheets were destroyed after one year following the instructions of the former West Bengal Education Minister and Trinamool Congress secretary general Partha Chatterjee with the clear intention to destroy evidence in the school-job case.
