Senior Army officer visits Red Shield Division in Manipur, discusses operational effectiveness

Imphal, April 3 (IANS) A senior Army officer on Thursday visited the Red Shield Division in Manipur to review its operational preparedness and appreciated its technological innovations, officials said.

A defence spokesman said that Spear Corps commander Lt General Abhijit S. Pendharkar visited the Manipur-based formation, reviewed their operational preparedness, and deliberated on measures to further enhance operational effectiveness.

During the visit, he acknowledged the high level of operational preparedness of the division and appreciated its technological innovations and the seamless absorption of niche technologies, which has significantly enhanced operational effectiveness.

While interacting with the soldiers, Lt Gen Pendharkar commended them for their professionalism, dedication, and high morale and complimented them for their readiness to meet future challenges.

He also appreciated the crucial role of the division in counter-insurgency operations and efforts undertaken by the division to ensure peace in the eastern Assam region and Manipur.

During his visit, the GOC also witnessed the operational discussions, providing valuable insights and deliberated on measures to further enhance operational effectiveness.

All formation commanders of the Army and Assam Rifles operating in the region and beyond were also present during the visit of Lt Gen Pendharkar.

Meanwhile, the Assam Rifles, in collaboration with an NGO, distributed essential items and stationery to the children of Ema Foundation Orphanage in Manipur’s Imphal West District, benefitting 19 students.

Educational materials, including notebooks, stationery, school bags and learning aids, were distributed to help the students continue their studies. In addition, essential items such as aiding in ensuring proper living conditions such as mattresses, bed-sheets, pillows, solar lanterns, curtains, and tarpaulins were also provided.

The Assam Rifles, which is committed to community welfare, played a key role in organising and executing the event. Their efforts continue to make a meaningful impact on the lives of people across the region, a defence release said.

Maha govt refers bill to check urban naxal menace to joint select committee

Nagpur, Dec 18 (IANS) Chief Minister Devendra Fadnavis on Wednesday tabled the Maharashtra Special Public Security Bill in the state assembly and said that it aims to contain urban naxal menace and provide more effective prevention of certain unlawful activities of individuals and organisations in the state.

He said that the bill is not aimed to suppress genuine dissent but to weed out the urban naxal bastions.

He also announced that the bill is being referred to the joint select committee to address the doubts of various organisations and later get the bills passed in the monsoon session of the state legislature in July.

The bill proposes jail terms and penalties payable by unlawful organisations and powers to take possession of places and forfeit funds. The bill is crafted along the lines of the Public Security Act passed by Chhattisgarh, Telangana, Andhra Pradesh, and Odisha for effective unlawful activities of naxal frontal organisations or similar ones.

The government has said the legislation was necessary to control the unlawful activities of frontal organisations by effective legal means as the existing laws are ineffective and inadequate to tackle the naxal menace.

‘’The seized literature of naxals shows ‘safe houses’ and ‘urban dens’ of the Maoist network in the cities of Maharashtra. The activities of naxal organisations or similar ones through their united front are creating unrest among common masses to propagate their ideology of armed rebellion against the constitutional mandate and disrupting public order in the state,’’ reads the Bill.

The unlawful activity means any action that constitutes a danger or menace to public order, peace and tranquility or interferes or tends to interfere with the maintenance of public order or interferes or tends to interfere with the administration of law or its established institutions and personnel.

Further, unlawful organisation means an organisation which indulges in or has in pursuance of its objects abets or assists or gives aid or encourages directly or indirectly through any medium, devices or otherwise, any unlawful activity.

If a member of an unlawful organisation takes part in meetings or activities of any such organisation or contributes or receives or solicits any contribution, shall be punished with imprisonment for a term which may extend to three years and shall also be liable to a fine up to Rs 3 lakh.

Those who manage or assist in the management of an unlawful organisation or promote or assist in promoting a meeting of any such organisation or any member indulging in any unlawful activity shall be punished with imprisonment for a term which may extend to three years and liable to fine up to Rs 3 lakh. Those who commit or abet or attempt to commit or plan to commit any unlawful activity of such unlawful organisation shall be punished with imprisonment for a term which may extend to seven years and also be liable to fine up to Rs 5 lakh, the Bill says.

If the organisation has been declared unlawful one by the government and later confirmed by the Advisory Board, the District Magistrate (DM) or the Commissioner of Police (CP) may notify and take possession of places used for unlawful activities and evict any person found in this connection. The DM or CP while taking possession of notified places shall also take possession of movable property including money, securities, or other assets.

Further, the government will have the power to forfeit funds of an unlawful organisation if found in the inquiry that money, securities or other assets are being used or intended to be used for an unlawful organisation. The government will have powers whereby the officer selected may enter upon any premises of the person to whom the order is directed, and examine the books of money, securities or other assets which are being used or are intended to be used for unlawful organisation.

A copy of an order may be served as per the provisions of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023. All offenses under the legislation shall be cognizable and non-bailable and they shall be investigated by a police officer, not below the rank of a sub-inspector.

India’s CPI inflation falls to 5-month low of 4.31 pc in Jan

New Delhi, Feb 12 (IANS) India’s retail inflation rate, based on the Consumer Price Index, fell to a five-month low of 4.31 per cent in January as prices of vegetables and pulses eased during the month bringing respite to household budgets, according to figures released by the Ministry of Statistics on Wednesday.

The easing of inflation reflects a steadily declining trend after having touched a 14-month high of 6.21 per cent in October. CPI inflation had declined to 5.48 per cent in November and 5.22 per cent in December.

The food inflation at 6.02 per cent in January 2025 is the lowest after August 2024.

“The significant decline in headline inflation and food inflation during the month of January is mainly attributed to the decline in inflation of vegetables, egg, pulses, cereals, education, clothing and health,” according to an official statement.

The top five items showing the highest year on year Inflation at the All India level in January are coconut oil (54.20 per cent), potato (49.61 per cent), coconut (38.71 per cent), garlic (30.65 per cent), peas [vegetables] (30.17 per cent).

The key items having the lowest year-on-year inflation in January 2025 are Zeera (-32.25 per cent), ginger (-30.92 per cent), dry chillies (-11.27 per cent), brinjal (-9.94 per cent), LPG (excl. conveyance) (-9.29 per cent).

The year-on-year fuel and light inflation rate for the month of January is -1.38 per cent. The corresponding inflation rate for the month of December 2024 was -1.33 per cent as fuel prices have been coming down.

RBI Governor Sanjay Malhotra announced on Friday a 25 basis cut in the policy rate from 6.5 per cent to 6.25 per cent in the monetary policy review to accelerate growth amid global uncertainties.

He said that inflation has declined and is expected to further moderate and gradually align with the RBI’s target.

The monetary policy decision maintains a delicate balance between controlling inflation and pushing up the growth rate in a slowing economy,

The MPC also unanimously decided to continue with its neutral stance in monetary policy and will focus on inflation while supporting growth. This would provide flexibility to respond to the macroeconomic environment, Malhotra said.

Now with the retail inflation continuing with its downward trend, the RBI will have more headroom to follow a soft money policy to make more credit available to businesses and consumers which will propel economic growth.

SC stays Kerala HC’s restrictions on use of elephants in temple festivals

New Delhi/Kochi, Dec 19 (IANS) The Supreme Court on Thursday stayed the restrictions imposed by the Kerala High Court for the use of elephants in temple festivals.

The temple trusts of Thiruvambady and Paramekkavu Devaswoms had petitioned the Supreme Court challenging the restrictions imposed by the Kerala High Court on elephant management in Thrissur Pooram and the order staying the High Court directive came from the bench of Justices B.V. Nagarathna and N.K. Singh.

The bench orally remarked that the High Court’s directions were “impractical” and asked how could it frame rules, substituting the rule-making authority.

Billed as the “mother of all festivals” in Kerala, the Thrissur Pooram was started by Sakthan Thampuran, the Maharaja of the erstwhile Kochi state, in the late 18th century.

The most keenly watched event of the Pooram festivities is the elephant parade — of more than 50 jumbos, besides the firecracker displays, that starts in the afternoon and continues till the early hours of the next day.

Looking into all aspects, the Kerala High Court ordered that henceforth, festival organisers must submit applications with all the relevant details before the authorities concerned at least one month prior to the festival.

Further, the High Court also ordered that elephants must not be paraded on public roads between 9 a.m. and 5 p.m. and they should not be transported between 10 p.m. and 4 a.m. It also mandated that the elephants must get at least eight hours of rest during a continuous period of 24 hours.

The appeal, filed by the two temple bodies through advocate M.R. Abhilash in the apex court said that the “spatial restriction” mandating a minimum distance of 3 meters between elephants brings the historic festival to a grinding halt, as the thousand-year-old venue, theVadakkumnathan Temple, integral to Thrissur Pooram, cannot accommodate such constraints. “This venue, with its traditional layout, has been the epicentre of the Pooram for centuries and the direction by the Kerala High Court disregards the significance of the historic and UNESCO-recognised tradition,” it added.
