69 killed in two separate incidents in Cote d’Ivoire

Abidjan, July 2 (IANS) At least 69 people were killed in two separate incidents in Cote d’Ivoire this week, while several others were reported injured or missing in the accidents.

Torrential rains that hit the Abidjan district overnight from Sunday to Monday have killed 59 people, Ivorian Minister of Communication and government spokesperson Amadou Coulibaly has said in Abidjan.

Speaking after a Council of Ministers meeting on Wednesday (local time), Coulibaly said the highest death toll was recorded in the commune of Attecoube, west of Abidjan, where around 20 people lost their lives.

“In this commune, residents have unfortunately returned to sites from which they had previously been relocated,” the government spokesperson said.

He expressed the government’s condolences to the families of the victims and urged residents to comply with safety measures issued by authorities, including evacuating areas identified as being at risk, reports Xinhua news agency

The fatalities, which have caused widespread public concern, were caused by landslides, mudslides, and flooding in several neighbourhoods of Abidjan during the night from Sunday to Monday.

In another incident, at least 10 people were killed, and several others remain missing after a canoe carrying villagers capsized overnight from Tuesday to Wednesday between Avikam Island and Liboli Village in the Grands-Ponts region of southern Cote d’Ivoire, a security source told Xinhua on Wednesday.

The passengers, including several women and children, were returning to their village after purchasing cassava when the canoe suddenly stopped before overturning, triggering the tragedy.

Firefighters were dispatched to the scene after receiving the alert and immediately launched search and recovery operations.

Search efforts are continuing to locate those still missing.

CM Vijayan blames Congress-BJP secret pact in local body polls

Thiruvananthapuram Dec 24 (IANS) Chief Minister Pinarayi Vijayan on Wednesday addressed the Left Democratic Front’s (LDF) unexpected setbacks in the recent local body elections, acknowledging that the results were below expectations but asserting that corrective steps would be taken.

Speaking to the media, the Chief Minister put on a brave face while taking stock of the outcome and strongly criticised what he described as a “secret understanding” between the Congress-led UDF and the BJP.

“We will conduct a detailed review of the elections to identify mistakes and implement corrective measures wherever necessary,” said Vijayan.

Referring to the Sabarimala controversy, he asserted that the issue had not harmed the LDF’s prospects, citing the BJP’s defeat in Pandalam municipality—an area that should have been most affected by the Sabarimala debate—as proof of voters’ discernment.

Pandalam has a close relation with the Sabarimala temple and the rituals associated with it.

“The electorate has clearly evaluated the performance of the BJP in areas where the Sabarimala issue should have worked against the LDF,” he said, adding that in Kodungallur, the LDF even made gains, underscoring that Sabarimala was not a decisive factor.

On the Thiruvananthapuram Corporation results, Vijayan accused a tacit UDF-BJP alliance of manipulating votes.

“In several wards, votes were deliberately reduced by the UDF to benefit the BJP,” he alleged, while noting that in wards won by narrow margins, the LDF had consistently garnered more votes than the BJP.

Responding to criticism over his association with SNDP leader Vellapally Natesan, the Chief Minister defended the interaction following a Pampa event, saying reports portraying it as improper were “exaggerated.”

He also remarked that while Vellapally’s controversial remarks on minority issues were acknowledged, community leaders are entitled to express their views, and Vellapally has already provided clarifications.

Vijayan concluded that, despite the setbacks, the LDF remained capable of effectively countering the BJP.

“Even in Palakkad, where the UDF is the principal opposition, they could not gain ground. Only the LDF has the strength to neutralise the BJP,” he said, projecting confidence that the party would learn from the outcome and bounce back stronger.

Looking at Rs 3 lakh crore annual target for India-made military hardware by 2029: Rajnath Singh

Pune, Oct 16 (IANS) Defence Minister Rajnath Singh said on Thursday that the government expects to achieve an annual target of manufacturing military hardware worth Rs 3 lakh crore in India and Rs 50,000 crore in exports by 2029 as part of the big push to self-reliance in the defence sector.

“Operation Sindoor is a glowing testimony to India’s growing indigenous prowess, which is a result of the government’s relentless efforts to create a self-reliant defence manufacturing ecosystem within the country,” the minister said in his address to the students of Symbiosis Skills and Professional University here.

When the government commenced work to make India self-reliant in defence, it seemed difficult in the beginning; however, under Prime Minister Narendra Modi’s leadership, no stone was left unturned to expand the domestic defence manufacturing, and the efforts began to yield positive results due to this resolve, he said.

“We pledged to move towards transforming the defence sector because, since independence, we had been heavily dependent on other countries for weapons. We had become accustomed to purchasing weapons as we lacked the political will to manufacture in India, nor did we have the laws that promoted defence manufacturing. This required a change. It is our resolve that India manufactures indigenous weapons for its soldiers. The entire world witnessed the bravery of our soldiers during Operation Sindoor. They achieved the set objectives, using a large amount of Made-in-India equipment,” Rajnath Singh pointed out.

Acknowledging the contribution of youth in defence manufacturing, he stated that, in the last 10 years, annual defence production has increased from Rs 46,000 crore to a record Rs 1.5 lakh crore, of which approximately Rs 33,000 crore has been contributed by the private sector. He exuded confidence in achieving the Rs 3 lakh crore defence manufacturing target and the Rs 50,000 crore exports target by 2029.

Rajnath Singh urged the students to move beyond academic achievement and strive to become creators, innovators and contributors to national development, emphasising that true success lies not merely in acquiring degrees but in applying knowledge meaningfully for the benefit of society.

Highlighting the importance of skill development in shaping India’s future, the minister said: “We are no longer in the era of ‘What do you know?’. The world now asks, ‘What can you do?’ Knowledge that cannot be applied is incomplete. Skill is the bridge between learning and doing.”

About the impact of technology, particularly Artificial Intelligence (AI), Rajnath Singh dispelled fears about job loss and human redundancy, stating that AI will not replace humans, but those who use AI will replace those who don’t.

“Technology must remain a tool, not a substitute for human sensitivity, values, and ethics,” he said.

Centre slams X for ‘censorship portal’ claim, defends Sahyog in Karnataka HC

Bengaluru, March 29 (IANS) The Union government has strongly objected to Elon Musk-owned X Corp’s characterisation of the ‘Sahyog’ portal as a “censorship portal”, filing an objection in the Karnataka High Court.

The Centre argued that X had misinterpreted key provisions of the IT Act, particularly the distinctions between Section 69A and Section 79(3)(b).

X Corp contends that Section 79(3)(b) does not empower the government to issue blocking orders, as that authority lies exclusively under Section 69A.

Dismissing X’s allegations, the Centre asserted that the platform’s use of terms like “censorship portal” and “blocking order” is misleading and legally incorrect.

“By raising a baseless concern of censorship, X is trying to portray itself as a user, which it is not. Calling Sahyog a censorship portal is misleading and unacceptable,” the Centre’s affidavit further said.

It emphasised that takedown notices under Section 79(3)(b) read with Rule 3(1)(d) of the IT Rules, 2021, are removal requests rather than blocking orders.

“The only legal protection it has under 79 of the IT Act, which does not allow it to interfere in government decisions regarding content regulation,” the government affidavit said.

The government further clarified that its March 31, 2023 Office Memorandum does not mention a “Template Blocking Order”, as alleged by X. Instead, it provides a sample template for content removal requests, in line with established procedures.

The Centre submitted that the petitioner is conveniently silent about the intermediaries’ obligations which are enumerated in the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021 specifically w.r.t. Rule 3(1)(d) of the said Rules in connection with Section 79(3)(b) of IT Act, 2000, the Centre pointed out.

Defending the legal framework, the Centre argued that Section 79(3)(b) balances platform liability and free speech while ensuring compliance with lawful orders.

In contrast, Section 69A empowers the government to block access to online content under specific conditions related to national security, public order, and sovereignty.

The government maintained that X is attempting to conflate two distinct legal provisions to mislead the court.

“It is submitted that by raising a groundless concern of censorship, the petitioner is attempting to conflate its position with that of a user who posts content on its platform, which it is not. It is submitted that the use of the said terminology by a worldwide portal like X is unfortunate and condemnable,” the government said in its affidavit.

As of now, the court has yet to rule on the matter, and further hearings are scheduled for April 3.

X had moved the Karnataka High Court, arguing that the Sahyog portal and related government actions circumvent the statutory framework established by the IT Act and the Supreme Court’s landmark judgment in Shreya Singhal v. Union of India.
