Bihar: Khagaria MGNREGA PO, accountant nabbed for accepting Rs 45,000 bribe

Patna, July 28 (IANS) Despite frequent crackdowns by the Vigilance Investigation Bureau, corruption continues to plague government offices in Bihar.

In the latest case on Tuesday, two government officials posted in Khagaria district were caught red-handed while allegedly accepting a bribe of Rs 45,000.

The Vigilance Investigation Bureau arrested an MGNREGA Programme Officer (PO) and an accountant of Alauli block during a trap operation on charges of demanding and accepting a bribe from a vendor.

The accused have been identified as Programme Officer Raman Ji Bhai and Accountant Shahid Akram.

According to an official, Raman Ji Bhai had allegedly demanded the bribe in exchange for clearing payment to a vendor under the MGNREGA scheme.

Acting on a complaint, the Vigilance Investigation Bureau verified the allegations and laid a trap.

The team apprehended both officials while they were accepting Rs 45,000 in cash at the Alauli block office.

Raman Ji Bhai also holds the additional charge of Programme Officer for the Chautham block.

Both accused have been taken into custody and are being questioned by the Vigilance team.

The successful trap operation has created a stir in government offices across the district.

The Vigilance Investigation Bureau has initiated further legal proceedings, and the investigation into the case is continuing.

An FIR has been registered against the two alleged officers under the relevant section at the Vigilance Police Station in Patna.

They will be produced in the Vigilance court on Wednesday.

Earlier on July 6, the Bihar Vigilance Investigation Bureau (VIB) arrested a clerk posted at the Dhanrua Circle Office in Patna district after allegedly catching him red-handed while accepting a Rs 50,000 bribe for processing a Jamabandi (land record mutation) application.

The accused has been identified as Shailesh Kumar, who has been serving at the Dhanrua Circle Office for the past three years.

According to Vigilance Deputy Superintendent of Police Asif Rafiq Mehdi, the Bureau received a complaint on June 17, 2026, from Rajkumar, the son of Chitaranjan Singh and a resident of Ramnibigha village in the Dhanrua police station limits.

She added, “The Women’s Commission always ensures women don’t face difficulties. For example, we recommend female staff at public toilets. As far as administration is concerned, everything is well-managed in Uttar Pradesh.”

Meanwhile, Mamata Banerjee, on Sunday, while speaking to media persons outside Netaji Subhash Chandra Bose International Airport, said, “In Bengal, we have a zero-tolerance policy against such crimes. Students from outside come here to study. I would request them not to go out at night because the police don’t get to know who is going out at night. The police cannot keep a watch on everyone by going to their doorstep. The private medical college also has a responsibility to take care of its students.”

The CM further said, “If anyone goes out at 12.30 a.m. and something happens… we condemn what happened. We do not support the incident. Everyone is free to go anywhere. But everyone, especially those who live in hostels, must exercise caution. I have asked the police to take stringent action. Nobody will be spared.”

Revenues of India’s top three defence companies rose by 8.2 per cent: Report 

New York, Dec 2 (IANS) The arms revenues of the three top Indian companies producing defence equipment rose by 8.2 per cent to $7.5 billion last year, according to the Stockholm International Peace Research Institute (SIPRI).

The Top 100 international list of arms producers released on Monday by SIPRI, the premier institution monitoring international arms manufacturing and trade, features only three Indian companies: Hindustan Aeronautics Limited (HAL), Bharat Electronics Limited (BEL), and Mazagon Dock Shipbuilders Limited (MDSL).

SIPRI said that HAL remained India’s biggest defence producer, with arms revenue of $3.8 billion.

It ranked 44 in the SIPRI list of Top 100 arms manufacturers, down from 42 in 2023, with its revenue slipping by 0.3 per cent.

HAL produces a range of aviation and space products, many of which are for civilian use.

Of its total revenues of $4 billion, the SIPRI report said 95 per cent came from arms, and only those were considered for the Top 100 list.

BEL, India’s second biggest defence producer, recorded the biggest revenue increase among the three Indian companies in the Top 100 list, a rise of 23.6 per cent from 2023 to $3.8 billion last year.

SPRI attributed the rise in arms revenue to “orders from the Indian government for radars and electronic warfare systems”.

Its global rank rose ten places to 58 from 68 in 2023.

Of BEL’s total revenues of $2.75 billion, 89.9 per cent came from arms manufacturing, SIPRI said.

The defence sector revenues of MDSL, whose range of products include submarines and warships, rose by 9.38 per cent last year to $1.12 billion, SIPRI said.

Its total revenue last year was $1.37 billion, 89.8 per cent of which came from defence manufacturing, and it retained the global rank of 91.

Globally, SIPRI said, the arms revenues of the companies on the Top 100 list set a new record, increasing by 5.9 per cent in 2024 to $679 billion.

It said, “The rise in the total arms revenues of the Top 100 in 2024 was mostly due to overall increases in the arms revenues of companies based in Europe and the United States”.

The US company, Lockheed Martin, led the SIPRI Top 100 list, with arms revenues of $62 billion. And four of the next five companies were also American.

Britain’s BAE Systems was ranked fourth.

Russia’s Rostec received the seventh rank and China’s AVIC, the eighth.

An earlier SIPRI report said that India spent $86.23 billion on its defence in 2024.

Pakistan’s military expenditures were $10.165 billion and China’s was $313.67 billion.

TN ranks high in infant mortality rate in country; experts say better reporting skewing numbers

Chennai, May 15 (IANS) Tamil Nadu recorded 10,170 infant deaths in 2021, making up about 7.4 per cent of the 1.36 lakh infant deaths registered across India that year, according to the latest Civil Registration System (CRS) report by the Registrar General of India.

The state ranks among the top six in the country for infant mortality figures.

Despite these numbers, Tamil Nadu has made progress in reducing infant mortality.

The state’s health department recently reported a significant decline in the Infant Mortality Rate (IMR), which dropped to 8.2 per 1,000 live births in 2023 — one of the lowest in the country.

Public health experts have raised concerns about interpreting data in isolation.

Dr. K. Kolandaswamy, former Director of Public Health, said Tamil Nadu’s position among the top six in the country could be reflective of its efficient registration system rather than poor health outcomes.

“While the numbers are accurate, they must be read with context. Tamil Nadu has one of the highest rates of timely death registration,” he said.

The CRS report shows that Tamil Nadu is among 11 states and Union Territories with over 90 per cent of deaths registered within the stipulated 21-day period.

Dr. Kolandaswamy emphasised the importance of considering other sources like the Sample Registration System (SRS) and maternal death audits for a fuller picture of infant health in the state.

A significant concentration of infant deaths was reported from urban areas. Of the total 10,170 deaths, over 9,100 occurred in cities and towns.

Chennai reported the highest at 1,731, followed by Madurai at 935 and Salem at 816.

The urban-rural divide is particularly stark. For instance, in Thanjavur district, only six infant deaths were reported from rural areas compared to 741 in urban parts — a 123-fold difference.

Vellore, Coimbatore, and Salem displayed similar trends.

In districts like Ramanathapuram, Sivaganga, and Tirupattur, rural areas reported zero infant deaths, while urban counts were 50, 4, and 25, respectively.

Dr. Kolandaswamy explained this pattern by pointing to healthcare infrastructure and treatment-seeking behaviour.

“Most deliveries and neonatal treatments happen in urban centres, where NICUs are located. Even rural patients often travel to cities for care,” he said.

Stillbirth data mirrored this trend. Of the 7,288 stillbirths recorded in 2021, over 6,400 occurred in urban areas.

While the CRS data underscores Tamil Nadu’s strength in death registration, it also sheds light on the continued need to address newborn health in both urban and rural contexts across the state’s nearly 10-crore population.
