Gujarat ACB nets Ahmedabad Chief Fire Officer, middleman in bribery case

Ahmedabad, Aug 7 (IANS) The Gujarat Anti-Corruption Bureau (ACB) on Friday trapped a private intermediary while allegedly accepting a Rs 36,000 bribe for the approval of fire no-objection certificates (NOCs) for six buildings in Ahmedabad, and subsequently initiated legal action against the city’s Chief Fire Officer after investigators found prima facie evidence linking him to the alleged demand.

According to the ACB, the complainant, described as a “vigilant citizen”, works as a Fire Safety Officer (FSO) and provides fire safety-related services to buildings across Ahmedabad.

The complainant had submitted applications through the state government’s online portal seeking approval of fire NOCs for six buildings.

The ACB alleged that the second accused, Bhavsinh Zala, 31, a private individual, demanded Rs 6,000 for each NOC, amounting to a total of Rs 36,000, in return for securing approval of the applications.

Instead of paying the amount, the complainant approached the Vadodara City ACB Police Station and lodged a complaint. Based on the complaint, the ACB organised a trap on Friday in the presence of two independent government panch witnesses.

The operation was conducted near Yash Equa Complex at Vijay Cross Roads in the Memnagar area of Ahmedabad.

During the trap, Zala allegedly held a conversation related to the bribe with the complainant before accepting Rs 36,000, following which he was caught red-handed by the ACB team.

The bureau said its preliminary investigation also implicated Amitkumar Dongre, 47, the Chief Fire Officer of Ahmedabad and a Class-I officer.

According to the ACB, Zala contacted Dongre by telephone during the operation, and the conversation allegedly indicated the officer’s consent regarding the bribe amount.

The ACB stated that its findings suggest Zala demanded and accepted the bribe at the instance of Dongre, and that both accused abetted each other in the alleged commission of offences under the Prevention of Corruption Act.

“The trap was led by A.N. Prajapati, Police Inspector at the Vadodara City ACB Police Station, under the supervision of Assistant Director B.M. Patel of the Vadodara ACB Unit. Deputy Director of Vadodara Range, Baldev Desai, was the officer in charge of the operation. Legal proceedings against both accused are underway,” the ACB said.

Key proposals in the masterplan include creation of reserved constituencies for OBC/EBC communities; reservation in the private sector; quotas in government and private contracts; reservation in the judiciary; full implementation of pending Mandal Commission recommendations; proportional reservation based on caste census data; and a demand for special state status and an economic package for Bihar.

Calling the proposal “just the beginning,” Tejashwi declared that the plan would redefine Bihar’s politics and elevate the decades-long struggle for social justice, which he attributed to RJD and his father Lalu Prasad Yadav’s legacy.

Launching a sharp attack on the BJP and RSS, he said, “These Sanghis and BJP leaders who abuse us today have eventually adopted our agenda as their own masterstroke.”

He accused the BJP of resisting genuine social justice and relying on diversionary tactics, asserting that the Centre’s caste census initiative was driven by sustained socialist pressure rather than the BJP’s intent.

The announcement has triggered strong reactions from the RJD supporters, while the BJP and its allies are yet to respond.

With the Bihar Assembly elections looming, Tejashwi’s aggressive positioning on reservation and caste equity may force the NDA to recalibrate its strategy.

SC asks Uttarakhand govt to pay Rs 1 crore to wife of doctor killed on duty

New Delhi, March 25 (IANS) The Supreme Court has ordered the Uttarakhand government to pay Rs 1 crore to the family of a doctor shot dead while on duty in 2016.

A bench of Justices J.K. Maheshwari and Aravind Kumar noted that only a sum of Rs 1 lakh was paid to the family of the deceased doctor despite the then Chief Minister approving a decision to pay a compensation of Rs 50 lakh.

“We are prima facie of the view that even after approval of the proposal to pay Rs 50 lakh to the family of the deceased by the Chief Secretary, it has not been honoured and the family is litigating since more than nine years. (I)n our view, looking at the gravity of the incident, the sanction must be honoured and the amount be paid along with interest. Thus, adding interest for about 9 years, we quantity the amount in total Rs1 crore,” the Justice Maheshwari-led Bench said.

In its judgment, the top court noted that though the state government, through the Chief Secretary, had proposed to pay at least a sum of Rs 50 lakh financial assistance as ex-gratia payment to the family of the deceased and the said note was approved by then Chief Minister but an amount of Rs 1 lakh was paid on the pretext that under the applicable rules, such huge amount cannot be paid.

It recorded the submission of the state government that the family of the deceased have been granted leave encashment, GPF, family pension, gratuity, and GIS and the son of the deceased has been appointed on compassionate ground as Junior Assistant in the Health Department.

Earlier in September 2018, the Uttarakhand High Court had directed the state government to pay Rs 1.90 crore to the family of the deceased, who was posted at CHC, Jaspur, as a paediatrician when he was shot dead.

Aggrieved, the Uttarakhand government moved the Supreme Court contending that the computation of compensation done in the impugned decision was not justified.

Asking the state government to honour its own sanction along with interest, the apex court asked for the filing of a compliance affidavit before the registry and listed the matter for the next hearing on April 22.

“We quantity the amount in total Rs 1 crore. Out of the said amount, Rs 11 lakh has been paid, therefore, the remaining Rs 89 lakh be paid within a period of six weeks and compliance may be reported to the Registry on affidavit on or before the next date of listing,” it told the state government.

‘No one will be spared’: CM Mohan Yadav on Assam student brutal assault case

Bhopal/Anuppur, Jan 16 (IANS) Madhya Pradesh Chief Minister Dr Mohan Yadav has taken serious note of the shocking alleged assault on a postgraduate student from Assam at the Indira Gandhi National Tribal University (IGNTU) in Lalpur, Pushprajgarh Amarkantak, Anuppur district.

Expressing strong condemnation, the Chief Minister posted on his X handle that the university administration has promptly initiated disciplinary measures against the accused students, making it clear that “no one involved will be spared” and that strict action will be ensured to uphold justice and campus safety.

The victim, Hiros Jyoti Das, a 22-year-old first-year Master’s student in Economics and a cadet of NCC, resident of village Kamari, Balipara (Assam), was brutally attacked in the early hours of January 13, around 3-4 a.m., inside his room at the Guru Gobind Boys’ Hostel (GGBH).

According to Das’s detailed statement to the police, he had briefly stepped out to use the bathroom and returned to find several unknown men already inside his room. They began interrogating him aggressively about his name, background, and place of origin.

Upon learning he was from Assam and had completed his undergraduate studies at the same university before enrolling in the postgraduate programme, the situation turned violent. The assailants, who were reportedly heavily under the influence of some intoxicant, allegedly bound his hands, punched and kicked him repeatedly in the face, and issued chilling life threats.

The assault resulted in severe injuries, including a fractured nose, swelling and blood clots in both eyes, Das stated before police.

Traumatised and in pain, Das first received initial treatment at the university dispensary before being transferred to the district hospital in Gaurela, Chhattisgarh (located closer to the campus than the Anuppur facility) for advanced medical care.

Speaking to IANS, Moti Ur Rahman, Superintendent of Police (SP), said, medical report has not confirmed any fracture. The students have been served summons, and have been rusticated from the university. A challan will be put up before the court against the five accused — Anurag Pandey, Jatin Singh, Rajnish Tripathi, Vishal Yadav, and Utkarsh Singh — all local residents of Anuppur district.

The incident sparked immediate and intense protests on the IGNTU campus, with students reaching the administrative building, surrounding the registrar’s office, and demanding swift justice.

The university administration launched an internal inquiry, aided by CCTV footage from the hostel premises, which helped identify the perpetrators.

As a result, police registered an FIR at the Amarkantak police station late on January 14 (shortly before midnight) based on Das’s complaint, charging the accused under relevant sections of the Bharatiya Nyaya Sanhita, including voluntarily causing hurt (Section 115(2)), obscene acts and words (Section 296), criminal intimidation (Section 351(3)), and common intention (Section 3(5)).

“No arrests had been made as punishment is less than seven years; also, they are students,” the police officer said.

Meanwhile Leader of Opposition in the MP Assembly and senior Congress leader, Umang Singhar, posted on his X handle that in the hostel of the university, which has become a “stronghold of the BJP and the RSS, some unruly students made racist remarks against Jyoti Das, and when he protested, he was severely beaten.”

The students allege that some unruly youths associated with the ruling party consume drugs on campus, engage in violence against students, and the university administration merely goes through the motions in the name of taking action, he said. However, in FIR, Das has made no statement regarding racial discrimination.
