Lucknow, Sep 2 (IANS) Uttar Pradesh Chief Minister Yogi Adityanath on Wednesday said the state’s development journey over the past nine to nine-and-a-half years under the leadership of Prime Minister Narendra Modi has been made possible through the collective efforts of its people, including outsourced, contractual and permanent employees.
Addressing a gathering at the launch of the Uttar Pradesh Outsourced Services Corporation (UPCOS), CM Yogi said the corporation was an initiative aimed at ensuring dignity, timely remuneration and social security for outsourced employees across the state.
“The journey of development that Uttar Pradesh has traversed over the past nine to nine-and-a-half years under the illustrious leadership of the Honourable Prime Minister Shri Narendra Modi, and the progress achieved is the result of the collective efforts of the people who made it possible,” he said.
“Whether they are sanitation workers in municipal bodies, computer operators, or staff in secretariats and hospitals, be they permanent, contractual or outsourced, this success stems from their contributions. It is the administration’s responsibility to ensure that these individuals receive respect commensurate with their dignity,” the Chief Minister said.
He said UPCOS was intended to establish dignity and pride among outsourced workers and strengthen the relationship between the government and its employees.
“The relationship between the government and employees is not just about salary, but about trust. To maintain that trust, we believe that employees’ time should not be spent solely on paperwork. Employees should feel that their good work is being recorded, that there is a mechanism to address their problems and that they are not alone,” he said.
CM Yogi said outsourced employees should receive their salaries on time and be paid remuneration commensurate with their work.
“We believe that to eliminate social discrimination, economic discrimination must also be eliminated. When a person works, they should receive remuneration for their hard work and should also be covered in case of an accident,” he said.
He added that the system would no longer depend on middlemen and that a dedicated portal would provide information and facilitate access to benefits.
“Our employees will no longer be isolated. When a person receives timely benefits, their child’s education is secured, their mother’s medicines are taken care of, and a family gains confidence that their hard work will not go to waste,” the Chief Minister said.
“We are going to provide a security cover to two million people through this corporation,” he added.
CM Yogi also said that Employees’ Provident Fund (EPF) money would be secured under the new system.
“An outsourcing company cannot deduct money from your salary. We have said the government will separately pay the outsourcing company its service charges. No amount will be deducted from the employee’s salary. The EPF contribution, your provident fund amount, will also be deducted and securely deposited in your name,” he stated.
Highlighting the state government’s initiatives for farmers, he said efforts had been made to connect fields with roads and ensure that agricultural produce could reach markets efficiently.
“We tried to connect farmers’ fields with roads and make it possible for their crops to reach the market. We gave them technology, irrigation and insurance. We do not only want farmers to engage in farming; we want them to undertake businesses related to agriculture as well,” he said.
The Chief Minister also highlighted the government’s One District, One Product (ODOP) initiative, saying traditional artisans in Uttar Pradesh had faced neglect before 2017.
He said the policy had provided artisans with platforms to showcase and market their products, creating employment opportunities and integrating them into the state’s economy.
“When we have given them platforms, it created jobs, and then those artisans became part of the economy of Uttar Pradesh,” CM Yogi said.
He also spoke about reforms in the recruitment and examination system, saying that before 2017, candidates often lived in fear of paper leaks and uncertainty over examination results.
“Before 2017, people used to think about paper leaks in Uttar Pradesh. Whenever an examination was held, they used to remain tense about the results,” he said.
The Chief Minister said his government had changed the situation and warned that strict action would be taken against anyone attempting to jeopardise the future of young people.
“We have changed all these things. Now, if anyone tries to play with the future of the youth, they will go to jail, and all their properties will be seized,” he said.
